The Norwegian Police Shared Services [Politiets fellestjenester (PFT)], hereinafter called the contracting authority, will enter into a framework agreement for procurement of Norwegian-Norwegian dialogue transcription. By dialogue transcription, the contracting authority means putting a monologue or dialogue into text from an audio or video recording, known as transcription services.
The contracting authority and tenderer will enter into a data processing agreement for the processing of data covered by the Personal Data Act and the Police Register Act upon commencement of the contract.

Estimert totalverdi: 40 000 000 NOK 💰
Kort beskrivelse:
The contract will enter into force for an original duration of two years, with a unilateral right for the contracting authority to extend the contract on the same terms for a further 1 + 1 year.
The procurement is estimated, without obligation for the Contracting Authority, to have an estimated scope of NOK 6 million excluding VAT annually, with a total of NOK 24 million excluding VAT over the contract period including options.
Reservation is made regarding unforeseen events or major changes in the contracting authority's needs, which can result in an extended need beyond the probable estimate for the services. The reservation is estimated to be able to increase the scope up to an estimated maximum value for the contracts of NOK 40 million excluding VAT.

A parallel framework agreement will be signed with up to three tenderers. The call-off mechanism in the contract is in order of priority, so that the tenderer ranked number one is requested first. If tenderer one cannot deliver in whole or in part in accordance with the Contracting Authority's request, tenderer number 2 will be requested. If tenderer no. 2 cannot deliver in whole or in part in accordance with the Contracting Authority's request, number 3 is requested.

The contracting authority has an option to extend the contract period on the same terms for a further 1 + 1 year. The total maximum duration will be 4 years.

Qualification requirement: Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement: - Norwegian companies: Company Registration Certificate. Foreign companies: Verification that the company is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:
Qualification requirements: Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with a requirement for guarantees (credit rating B) will be sufficient to fulfil the requirement.
Documentation requirement: A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating agency with a licence to provide such service. If deemed necessary, the contracting authority will obtain a credit assessment, from a credit information agency with a license to provide such services. This will be a supplement to the documentation given in the tender. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documents considered suitable by the contracting authority.

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with a requirement for guarantees (credit rating B) will be sufficient to fulfil the requirement.
Teknisk og faglig kapasitet:
(1) Qualification requirement: Tenderers must have experience from comparable assignments.
Documentation requirement: Description of up to three of the tenderers most relevant/comparable assignments during the last three years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.

(2) Tenderers must have a good and well-functioning quality assurance and management system for the services that will be provided.
Documentation requirement: Tenderers must submit documentation of their quality assurance and management system. The following documentation will be accepted:
Certificate of the company's quality system/management system, issued by independent bodies that confirm that the tenderer fulfils quality assurance standards in accordance with ISO 9001 or equivalent,
or
A description that as a minimum comprises procedures/routines for: -Management of nonconformity and complaints, -Approval of the sub-contractors, -The process from receipt and registration of orders until delivery to the contracting authority has occurred.
