The contract work includes the establishment of new Oksnes waterworks, including construction and groundwork, machine/process engineering work, HVAC and plumbing. The contract primarily concerns the following work and installations:

- Engineering design for all disciplines. Function as Responsible applicant (SØK)

- Groundwork/site work in connection with the new water treatment plant, the clean water pool, the raw water pumping station, water and sewage / cable ditches, etc.

- Building with water treatment plants. Complete including all disciplines and machine/process engineering work. Basal area approx. 390 m2. Main structure: Concrete cast on site and/or precast concrete elements.

- Photovoltaic systems, installed on roof of the water treatment plant

- Clean water pool with a valve body. Complete. Concrete pools cast on site with two identical chambers. Basal area pools approx. 160 m2, internal height approx. 6.5 m and efficient water volume of approx. 700 m3. Valve body in concrete cast on site with a basal area approx. 32 m2. The valve body has a minimum level lower than the bottom pool and has full height up to and including the height of the superstructure located above top pool.

- Demolition of the current water treatment plant and the raw water pump sump.

- New raw water pumping station in concrete cast on site, three levels including a dived pump sump. The basal area for the two top levels is approx. 25 m2.

- Underwater work for the new raw water pumping station and water and sewage pipes in Oksnesvatnet (the Oksnes lake).

- Various outdoor water and sewage systems (pipe system, channelling of streams, sewage pumping station)

- Various cable ditches, including cable trenches in connection with the alteration of the existing high voltage overhead line (to be coordinated with Norgesnett).

- Roads/sites at the new water treatment plant

- Fencing, barriers, gates

- Various alarm/monitoring systems

Beskrivelse av opsjoner:

Option prices shall be given for services/service agreements. Service agreements must be offered for specified facilities during the warranty period (5 years after the takeover).

Options for concrete and reinforcement work shall be priced in connection with the desire to reduce greenhouse gas emissions.

1) Option price for Low-carbon concrete classification A for all concrete used.

2) Option price for Low-carbon concrete classification B for all concrete used.

3) Option price for 90% recycled content in all reinforcing steel used

Requirement: Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have adequate economic and financial capacity to comply with the contractual obligations and, in addition, fulfil the following requirements:

Minste nivå(er) av standarder:

The tenderer must have an equity ratio of at least 15 %.

Average annual turnover for the last three years must as a minimum be NOK 80 million.

Minste nivå(er) av standarder:

I) The enterprise shall have experience as a turnkey contractor and have experience of work of a similar nature and level of difficulty to this contract

Experience of a similar nature and level of difficulty is in this context defined as construction assignments involving the engineering design and execution of water treatment plants and water and sewage plants of similar or higher scope and complexity and type. If the tenderer only has experience from, for example, managing sub-contractors, the tenderer must rely on other contractors that have the required experience from execution of the relevant central work listed above. Documentation Requirement: A list of up to 8 and no less than 3 contracts that the tenderer has carried out or is in the process of carrying out, during the last five years from the tender deadline.

II) The tenderer must have established procedures for quality assurance. Documentation requirement: Alternative 1: Description of the company's routines for quality management, with emphasis on quality assurance, resource management, management responsibility, and continuous analysis and improvement. Alternative 2: If a tenderer holds ISO 9001:2000 certification or the equivalent, this can be enclosed.

III) The tenderer must have implemented a good environmental management system. Documentation requirement Alternative 1: A description of the environmental management system that has been implemented in the organisation.

Alternative 2: If a tenderer is certified in accordance with ISO 14001, EMAS, the Eco-lighthouse scheme or equivalent systems verified by a third party, it is sufficient to present a copy of a valid certificate thereof.

The contract will contain requirements related to wages and working conditions, documentation and sanctions in accordance with the regulations dated 8 February 2008 no. 112 regarding pay and working conditions in public contracts, requirements for involving apprentices in special field where there is a particular need for apprenticeships in accordance with the Regulations of 17 December 2016 No. 1708 regarding to the obligation to require the involvement of apprentices in public contracts, particularly §§ 6 and 7 and the requirement that tenderers may have a maximum of two links in the supply chain below them
