The contracting authority has assessed which call-offs are typical in this framework agreement, and mapped what climate footprint and environmental impact the procurement will have when using these call-offs, and what measures could have an effect on these.
At the time of the tender, there are many conditions in this framework agreement that are unknown and will not be uncovered before in each call-off when one has a concrete assignment to deal with. This applies, for example, to the nature and complexity in the form of which type of maintenance work/repair work the assignment applies to, what type of bridge construction the assignment applies to, how extensive maintenance/renovation shall be carried out, whether there is a need for ground work and in what form. Because of this, the contracting authority has not found award criteria on climate and environment that can provide responses that are binding for the tenderer in the contract period and at the same time have sufficient connection to the delivery in the areas that are the largest climate footprint and environmental impact. The contracting authority has concluded that the award criteria on climate and environment are therefore not suitable for identifying the best tenderer in this area, nor to provide security for a climate or environmental gain.
The contracting authority has, therefore, set requirements in the requirement specifications and the contract provisions for all the call-offs under the framework agreement within the areas that are the largest climate footprint and environmental impact, cf. the Public Procurement Regulations § 7-9 fourth section. As the requirements are designed, tenderers must meet the minimum requirements that ensure better climate and environmental effect in each call-off than is possible with the award criteria when the framework agreement is signed. The requirements are as follows:
