Sykehusbygg Health Trust invites tenderers, on behalf of the Finnmark Hospital, to a competition for architect and consultancy services for the preliminary project of a new helicopter base in connection with Kirkenes hospital. This procurement is for the preparation of a preliminary project and function descriptions/technical tender documentation for a contract for a new helicopter base with the accompanying facilities at Kirkenes Hospital. Tenderers shall deliver a complete consultant group with engineering design management, all architect services, including the SØK function and all the necessary professional consultants for building and technical disciplines. Additional services for the delivery of ground surveys (Environment, geotechnical etc.), noise zone reports and aeronautical operative consultancy are included as options. Furthermore, the tenderer has an option to participate in the execution phase.

In this procurement, the nature of the service is consultancy services, including engineering design that typically be carried out as desk work. The work can include some, but typically limited travel activities. The main service is the consultant's work effort, and it is the consultant ́s need for office space and equipment, energy consumption in the building it works in, travel activities in work, and waste generation that contributes to the consultant's climate footprint and Environmental impact. The contracting authority considers the consultants' travel by air as sides of the procurement that can be seen as as an environmental impact. The contracting authority will therefore set up a minimisation of travel by the help of a work methodology that does not require a large amount of flights. As a contractual requirement, standard for climate and environment for hospital building shall be taken care of when providing the consultancy services. The contracting authority considers the elements that are related to the species, i.e. the consultancy services rendered result in immaterial climate footprint and immaterial Environmental impact. Based on their assessment, the Contracting Authority will use the exclusion provisions in the procurement regulations § 7-9 fifth section, as the procurement is of its nature justified by having a climate footprint and an environmental impact that is immaterial. The Contracting Authority is therefore exempt from the obligations to weight the environment 30 % in the award criteria. Finnmark Hospital is the contract party/contracting authority for the procurement. Sykehusbygg Health Trust is the Contracting Authority's representative. Kirkenes Hospital is located at Andrevann in Kirkenes and was commissioned in 2018. The hospital has emergency function and is a local hospital for East Finnmark. This ambulance base will be replaced with a permanent base. The project will consist of a base building for air ambulance helicopters (hangars and necessary facilities) and a helicopter landing site. The largest air ambulance helicopter in the base building will be AW139. The health trust will assess whether a vehicle ambulance base shall be included in the same buildings. The helicopter landing site at the base shall be dimensioned and approved for the new rescue helicopter SAR Queen. (AW101).
