"Submitting Mo i Rana" is a collaboration project for the execution of several sub-projects in Mo i Rana in partnership. The project owner and contract parties are the Norwegian Coastal Administration and Rana municipality, where the cooperation is regulated in a formal cooperation agreement between the participants. The project includes dredging and construction of a new deep water quay at Langneset, west of Rana industrial terminal and dredging at the Toranes terminal.

Hovedtrekk ved prosedyren:

The establishment of a landfill site for polluted matter at Langneset in order to handle polluted matter in the project as well as establish a back area for the new quay, a landfill shall be constructed. The landfill site shall have the capacity to handle all polluted matter from the dredging. The landfill site shall be constructed with two stone fillings (shawls) from the shore out into the sea. A straight sheet wall will be established in the front. The sheet wall shall be corrosion protected. To improve geotechnical conditions, two significant measures must be taken: On-site matter in the area must be drained by establishing vertical drainage. Polluted matter that is filled into the landfill site must be stabilised. This is done by meddling of binders (e.g. lime, cement, slag, etc.) in the polluted matter. Dredging (deepening) at the Toranesterminalen Plan depth 8.3 m (ref. nautical chart zero) inner subPlan depth 11.3 m (ref. nautical chart zero) outer part 11,5000 m3 polluted matter approx. 30,000 m3 pure matter Pollution sediments are to be placed in a new landfill at Langneset.Clean sediments deposited in the sea at an approved seabed deposit in Ranfjorden.Mudring slopes shall be erosion assured. Dredging (deepening) at LangnesetPlan depth -15.3 m (ref. nautical chart zero) approx. 10,500 m3 polluted matter of 60,000 m3 pure matter Pollution sediments will be laid in a new landfill at Langneset.Clean sediments deposited in the sea at an approved seabed deposit in Ranfjorden.Dredging slopes shall be erosion assured. Establishment of a new pelekai with associated back areas at Lagneset After the polluted matter is deposited, the landfill area shall be completed to be used as a back area for the quay. This is done by filling the area with blasted stone and finishing with an asphalt cover. Furthermore, a conventional pelekai with a concrete cover shall be established in the front of landfill/back areas. Beyond this, the entire area shall be prepared for completion so that the area after the completed project is ready to be in use.

A credit rating from a credit rating institution shall be enclosed, such as Dun & Bradstreet, Experian. The assessment shall be based on the last known fiscal figures with an indication of how the credit rating has evolved during the past two years. The credit rating shall not be older than six months from the tender deadline. (Whoever will use other companies to fulfil this requirement shall enclose equivalent documentation from these companies, as well as a binding statement). Tenderers are required to have paid their taxes and duties. Arrears in taxes and duties will result in rejection. A tax, payroll tax and VAT certificate shall be enclosed, not older than 6 months. Description of the requirement/documentation: An overview shall be submitted of both the contractor and any sub-suppliers ́ tools, materials and technical equipment. Only for building and construction works:: The tenderer has carried out the following work in the reference period of the requested type. The contracting authority can require up to five years experience. Minimum qualification requirement: Experience is required from relevant assignments/deliveries as regards extent, character and complexity. The experience shall include the following areas: * dredging clean and polluted matter * installation of vertical drains * sheeting and sheet walls in connection with sea/port work * establishment of concrete quay founded on steel pipe piles. A reference list of the company's most important relevant deliveries over the last 5 years that show experience in accordance with the above, including their values, relevance, dates and recipients, should be included with the tender. The references are to be checked if necessary. Who shall fulfil the requirement: Tenderers must have experience with carrying out the work in question. If a tenderer must rely on other companies to fulfil the requirement for the necessary experience, a commitment statement, ESPD form and reference projects from sub-contractors must be enclosed with the tender.
