DSS intends to establish a parallel framework agreement with three tenderers to cover the need or video subtitling. The framework agreement will help to ensure that the videos published on www.regjeringen.no and other underlying sites that are owned by the Ministries and SMK have a universal design:
- The framework agreement involves subtitling and transcription of videos from Norwegian to Norwegian and videos from English to Norwegian.
- Assignments performed under the framework agreement must undergo quality assurance and be proofread by a person other than the person who performed the actual subtitling for the assignment.
- The final result the individual assignment will consist of a text or srt file in accordance with the specifications of the agreement.
The Departmentenes sikkerhets- og serviceorganisasjon (DSS) [Norwegian Government Security and Service Organisation] is responsible for the agreement and is also a contract party. The agreement also applies for businesses within the department community. The businesses are listed in annex 1 of the framework agreement.

Beskrivelse av fornyelser:

The contract period is a total of four years. Two years from signing of the contract with the possibility of an extension for 1+1 year for the contracting authority.

Requirements: Tenderers must be a legally established company.

Documentation:

• Norwegian companies: Company registration certificate or a printout from the Unit Register for single-person companies that are not required to register.

• Foreign companies: Confirmation that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. Confirmation can be delivered in writing or by reference to BRIS.

Økonomisk og finansiell stilling:

Requirement: Paid taxes and duties.

Documentation:

A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Teknisk og faglig kapasitet:

Requirement: Tenderers must have sufficient ability and experience to carry out the delivery.

Documentation:

• A description of the tenderer´s up to three most relevant assignments in the last three years, together with information on the contract value, date for delivery or execution, and the name of the recipient. Relevant experience means that the supplier has experience delivering multiple assignments simultaneously on a single contract. Tenderers are responsible for ensuring that the description is of such a nature that it verifies compliance with the requirement.

Requirement: Tenderers must have sufficient capacity to carry out the delivery within the specified limitations and deadlines.

• A description of the tenderer's system / routine for ensuring access to subcontractors (management of the supply chain) or a description of the tenderer's own resources for fulfilment of the framework agreement
