Qualification - procurement of a property system in NAV

The Directorate of Labour and Welfare, c/o the Property Section (EIE) invites tenderers to a contest for a new property system for NAV. We intend to enter into a contract with one tenderer of cloud services (SaaS).
The procurement will ensure that there is a joint system for the property area in NAV, with one or more applications/modules that support the property process from the initiation of a project to the return of premises. The system is expected to:
- Support the department's work in ensuring NAV the best possible building on the best possible terms
- Contribute to uniform and knowledge based portfolio management of tenancies in NAV.
- Take on roles, responsibilities, and authorities in the property area
In order to safeguard a uniform and efficient process, good interaction is required between computer systems, where user-friendliness and the exchange of data and information are essential.

In order to safeguard a uniform and efficient process, good interaction is required between computer systems, where user-friendliness and the exchange of data and information are essential.
NAV is seeking a standard cloud services that among other things includes the following products and services:
- User accesses
- Storage and processing power
- Establishing the service, hereunder necessary integrations and transferring of data
NAV can also need assistance after the establishment phase, as well as competence transfer from the supplier.
NAV rents all its buildings, and the property portfolio NAV has at disposal amount to a combined approx. 465,000 m2 at a total of almost 500 addresses. The current property register Lydia, which will be phased out, has approx. 200 user accesses.
This procurement follows the procedure for contests negotiated in two stages. The contract authority chooses which suppliers are invited to submit tenders from among those who satisfy the qualification requirements.
Varighet: 36 måneder
Beskrivelse av fornyelser: The contract will renew for one year at a time if it is not cancelled.

Egnethet til å utøve yrkesvirksomheten:
Tenderers are required to be a legally established company. Documentation requirement • Norwegian tenderers: Company registration certificate from the Brønnøysund Register Centre.
Foreign Tenderers: Certificate for registration in the Register of Business Enterprises as prescribed in the legislation of the country in which the tenderer is established.
Minste nivå(er) av standarder:
Tenderers are required to have sufficient economic solidity to carry out the contract. The contracting authority will obtain credit ratings carried out by Experian; see www.Experian.no
If a tenderer believes that the credit rating will not provide an accurate picture, supplementary information is to be attached to the request for qualification.
Good implementation abilities are required. Documentation requirement: Description of the tenderer's technical capacity and professional qualifications. A description is requested regarding the capacity of relevant entities at the tenderer's disposal. With regard to qualifications, a brief overview of general relevant expertise at the tenderer is requested. The personnel proposed for the assignment must not be specified, and CVs must not be submitted.

Experience from similar assignments is required. Documentation requirement: Relevant experience from similar deliveries is required. Documentation by a description of the tenderer's primary deliveries during the last 3 years including a description of the assignments, their values, dates and recipients. The description is to be attached as a separate document in accordance with the template in 22/7505 qualification document, annex 3.
