The contest is for a contract for the delivery of a new telephony system for Frogn, Vestby, and Ås Municipalities.
The municipalities would like the best possible telephone system at the best possible price. We need a general telephone system that can replace all of the current systems and seamlessly serve all three municipalities. The system must be based on Teams telephony, possibly with a 3rd party product built in.

The system must be based on Teams telephony, possibly with a 3rd party product built in.

The municipalities have decided that there is need for a future orientated and cost efficient telephony system The background for this is that the telephony systems in the municipalities are of varying quality and types. They are all expensive to run, support from the supplier has ceased, or will cease soon, and there is a lack of functionality. The municipalities currently have a technological debt that means that the equipment no longer has support nor that spare parts are made.

The sum of all this gives a considerable risk that both users and the public will experience an unstable and expensive telephony system that does not meet the current requirements for digitalisation and customer service.

See point 1.1.1 for a description of the participants in the contract.

The value of the procurement is estimated to be NOK 5.6 million excluding VAT over 4 years (implementation + 4 years operation for 3 municipalities), and is therefore calculated to be above the EEA threshold. The estimate is uncertain as the contracting authority has not had such a contract previously. The volume is an estimate and is therefore not binding for the contracting authority.

A draft of the tender documentation is attached to this qualification documentation. The contracting authority reserves the right to make smaller, unsubstantial alterations of the documentation prior to inviting the tenderers to submit tenders.

Lots/groups

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority has considered dividing the contract in accordance with the Public Procurement Regulations Section 19-4, but has decided that this is not suitable for this contract, as the aim is to standardise the system for the participating municipalities.

Tax and VAT certificates

Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).

Documentation requirement: Requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has its headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507, previously RF-1244) in accordance with the legislation in the country where the tenderer is registered. The certificate must not be more than six months old.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contract the tender submission deadline, for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, attach the certificate voluntarily if you want.

Other economic and financial requirements: Economic and financial standing

Requirements regarding the tenderer´s economic and financial standing: The financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).

Documentation: The contracting authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The contracting Authority reserves the right to obtain supplementary information about the tenderer's finances.

Any need for support from other companies in order to fulfil this qualification requirement: If the tenderer is dependent on other companies to fulfil this qualification requirement, an account thereof shall be given below. In such cases the contracting authority will assess the finances of the supporting company in the same way. The contracting authority retains the right to collect supplementary information, bank guarantees or similar.
