The Arts Council Norway supports art and culture projects nationwide, carries out development work, and is an advisor for the government on cultural questions. Through support to professional artists, event holders, issuers, and various cultural activities, the Arts Council Norway contributes to art and culture is created, documented, preserved, and made available for as many people as possible.

The Arts Council Norway has so far had internal on-premises operation of its IT services. The Arts Council Norway would now like to cover this need through external service procurements of complete, managed services). The Arts Council Norway has an internal process so that the affected employees - a total of four persons - find new assignments.

The services included in the procurement are amongst others:
- Operation of a computer centre
- Hybrid operational services (infrastructure, platform, network, integration, identity, and access control)
- Final user services (including administration and management of physical clients)
- Service desk. The contracting authority's description of the delivery is in Annxes 1 and 3 of the contract, amongst others. See the Annex of the contract for further information.
As stated in this notice, the procurement will be made in accordance with a contest with negotiations after a prior notice. This means that at first documentation is only to be submitted in order to be invited to submit a tender (prequalified). See the tender documentation for further information.

Beskrivelse av fornyelser:
The contract period is 3 (three years) from the date of delivery. The contract will then be renewed automatically for 1 (one) year at a time, unless 3 (three) months notice is given by the contracting authority before the renewal date. The tenderer will have and option to terminate the contract 12 (twelve) months prior to the notification of contract renewal.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established. Tenderers must have their tax and VAT payments in order. See the tender documentation.
Økonomisk og finansiell stilling:
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating company with a licence to conduct this service. Details on the key figures in the profit and loss accounting, turnover, and balance must be presented. The company's annual accounts, or extracts thereof if the publication of the annual accounts is obligatory in the country where the tenderer is established, including a statement on the company's total turnover for the last available accounting year.

Minste nivå(er) av standarder:
Tenderers must have sufficient economic and financial capacity to comply with the contract. Tenderers are required to have an annual minimum turnover of minimum NOK 25,000,000 excluding VAT, within the area where the contract is applicable.
Teknisk og faglig kapasitet:
An overview of the most important services of that the tenderer has carried out during the last three years, together with information about the contract value, date of delivery or execution and name of the recipient. The description must include the implementation of the establishment phase, with a relevant time perspective, as well as the operations phase (contract form and delivery model). The description must include reference persons at the contracting authority. The Arts Council Norway must be able to contact the references as agreed in order to verify the deliveries. A description of the tenderer's average annual workforce and the number of employees in management during the last three years. A short description of the tenderer's relevant quality assurance measures, (implemented system for quality assurance and quality management), which the tenderer will use for the implementation and follow-up of the contract. The system must a professionally recognised and relevant for the execution of the contract.
