The main aim of the procurement is to enter into a framework agreement for consultancy services for the planning, organisation, and implementation of national (Norwegian participants) and international (Norwegian and foreign participants) conferences. The contract will cover both physical, digital, and hybrid events. The services include all consultancy services that naturally belong to arranging conferences, including preparing a plan proposal, booking premises/catering/entertainment, etc., establishing contact and cooperation with the affected authorities in Norway and abroad, as well as preparations and administrative assignments for holding the conferences. A parallel framework agreement will be signed with two tenderers for two years, with an option for an extension for a further 1+1 year, total four years. The value of the procurement is approx. NOK 25 million to NOK 30 million excluding VAT for a period of four years.

The main aim of the procurement is to enter into a framework agreement for consultancy services for the planning, organisation, and implementation of national (Norwegian participants) and international (Norwegian and foreign participants) conferences. Conferences means conferences, press conferences, cultural events, seminars, functions, marking important occasions, meetings, and similar events. The contract will cover both physical, digital, and hybrid events. The consultant must be able to fulfil the role of project manager and assist under the management of others as required in all phases of arranging a conference. The services include all consultancy services that naturally belong to arranging conferences, including preparing a plan proposal, booking premises/catering/entertainment, etc., establishing contact and cooperation with the affected authorities in Norway and abroad, as well as preparations and administrative assignments for holding the conferences. All or parts of the procurement of goods and/or services for events will, as a main rule, be covered through the joint ministries already existing framework agreements or through deliveries from DSS. If this is not possible, the tenderer must make procurements below the threshold (part I) in the public procurement regulations, see the Act dated 17 June 2016 no. 72 on public procurements and the regulations dated 12 August 2016 no. 974 on public procurements, and in accordance with the contracting authority's templates and instructions. A parallel framework agreement will be signed with two tenderers for two years, with an option for an extension for a further 1+1 year, total four years. This framework agreement gives the contracting authority the right, but not an obligation to award contracts under within the framework agreement period. The contracting authority will always have the right to enter into contracts with other suppliers for the procurement of all of parts of the same or equivalent type of services. The value of the procurement is approx. NOK 25 million to NOK 30 million excluding VAT for a period of four years. Emphasis is put on the fact that this is only an estimate. The estimate is based on previous figures and the expected development. The estimate is not binding for the contracting authority in any way, and it will also depend on the budget grant at any one time, as well as other conditions.

In the last four year period, approx. 20 physical conferences and approx. 70 digital conferences were held. The number of digital conferences in the previous contract period has been significantly greater than normal due to the corona pandemic. The number of participants in previous physical conferences has varied between 50 and 2000. Occasionally there can be physical events with a larger number of participants. Digital events can have a significant larger number of participants than physical events. There can be a need to hold conferences abroad, but to a lessor degree. In the previous contract period no conferences were held abroad. The estimate for the number and scope of conferences is uncertain and will vary.
