Bridge 15-0997 the Nerlandsøy bridge is situated in Herøy municipality at Fv (County road) 5878, approx. 1.5 km from the centre of Fosnavåg.
The bridge is in poor condition and shall be replaced by a new bridge. 15-3110 the New Nerlandsøy bridge is planned to be situated east of the current
bridge. The contract includes the construction of a new bridge, including the necessary road construction work on both sides of the bridge.

The contracting authority uses electronic procurement processes via the system provider Mercell (www.mercell.no). Amongst other things, tenders must be submitted electronically by the stated tender deadline.

1.1 Requirements regarding the tenderer's organisational and legal position

Qualification Requirement:

Tenderers must be a legally established company.

The requirement also applies to business that the tenderer relies on.

Documentation requirement:

1. Certificate from the Register of Business Enterprises, or equivalent certificate of legal registration in the country where the tenderer, or the enterprises that together constitute the tenderer, is/are established, as well as for all supporting companies.

2. Completed table in chapter E2 point 3.1, possibly point 3.4.

1.2 Requirement concerning the tenderer’s economic and financial capacity

Qualification Requirement:

The tenderer must have sufficient economic and financial capacity to complete the contract.

1. The tenderer must have positive equity,

2. The average annual turnover for the last three years must as a minimum be equivalent to the annual turnover of the contract

3. The tenderer must have an equity ratio of at least 10 %.

Teknisk og faglig kapasitet:

1.3 Requirements concerning the tenderer’s technical and professional qualifications

1.3.1 Relevant experience

Qualification Requirement:

The tenderer must have sufficient experience of a relevant nature and degree of difficulty from the following central fields:

1. Road construction work

2 Structures over/in the sea, with an equivalent extent as the New Nerlandsøy bridge.

3. Work/transport by barges in fairways equivalent to this contract

The tenderer's own experience from execution of work specified as central fields. It is not sufficient for a tenderer to only have experience from managing sub-contractors' execution. If a tenderer only has experience from managing sub-contractors, the tenderer must rely on other companies that have the required experience from the execution of the work in question (the fields).

Documentation requirement:

A list of up to 5 but no less than 3 contracts that the tenderer has carried out or is carrying out in the last five years, calculated from the tender deadline. The list must, c.f. the form included in chapter E, include the following for each of the contracts:

Name of the recipient (contracting authority)

Description of the involved contract work, including relevance in relation to the stated central fields.

What works were carried out by the tenderer and what works were carried out by sub-contractors (contract facilitators).

Date for the delivery.

Value of the contract.

Reference person/contact person at the contracting authority with contact information (telephone number and email address) and a statement of the contact's role at the contracting authority during the execution of the contract. Tenderers are responsible for ensuring that reference persons are available and will provide a reference.

1.3.2 The builder's experience

Møre og Romsdal County and other builders' experiences with the tenderer will be evaluated.

Tenderers are required to show references to relevant contracts that they have carried out in a satisfactory manner.

Conditions which will be evaluated are related to, amongst other things;

documentation of executed quality

fulfilment of contracts

compliance with provisions and procedures for HSE

compliance with provisions for wages and working conditions

observance of deadlines

follow up in the guarantee period

use of apprentices

The qualification requirement shall be documented through the list described under the qualification requirement 'Relevant erfaring' [R'elevant experience'].

1.4 Health, Safety and Environment (HSE) and quality.

1.4.1 Safety, health and working environment system (SHA)

The tenderers must have a system that shows that they work pro-actively to ensure the safety, health and working environment (SHA), with relevance for equivalent work described in this tender contest. The system will be subject to periodic audits.

1. Description of the tenderer´s system for SHA.

2. Table of contents of the system.

3. Documentation of audits for recent years, with confirmation from the person/persons who have carried out the audits.

1.4.2 Accident frequency (H1-value)

Tenderers and their central contract facilitators ought to have an average H1 value lower than 10 for the last three years.

If a tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants.

The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 106.

1. Overview of the H1 value for the company and central contract workers in the last three years.

2. If the H1-value is higher than 10, an account shall be given of the developing trend of the H1-value and possibly the F-value, which will express the severity of any high H1-value. Furthermore, a report shall be enclosed on whether improvement measures are implemented and if so, also documentation on the effectiveness of these.

1.4.3 External environment

Tenderers must have a good and well functioning environmental management system, based on ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme), the Environmental Lighthouse scheme, or equivalent with relevance to equivalent transport projects.

1. Certificate as documentation that the tenderer fulfils the requirements in the EU scheme for environmental management and environmental audit (EMAS) or other recognised environmental management systems in the regulation (EF) no. 1221/2009 article 45 or other environmental management standards based on relevant European or international standards from accredited organs, e.g. ISO 14001, or equivalent certificates issued by organs in other EEA countries.

2. Other documentation of equivalent environmental management measures will be accepted if the tenderer, through no fault of their own, does not have the possibility to obtain such certificates by the deadline. This requires that the tenderer documents that these measures are equivalent to the requested environmental management systems or standards. Tenderers must justify why they cannot obtain such certificates by the deadline and the reason for this.

3. If the tenderer uses other businesses to fulfil the requirement, the tenderer must also account for how the environmental management system of the supporting entity will specifically be incorporated in the relevant contract.
