Procurement of Case and Archive System in the Cloud

Sandnes kommune

The contracting authority would like to replace the current 'on-prem' case and archive system with a cloud system. The system will be used as a general case processing system for the central administration in Sandnes Municipality, including political processing. Furthermore, assignments for professional areas such as the technical sector (building applications and planning cases) and political meeting processing (digitalisation of work processes for elected persons) must be covered by the procurement.
Sandnes Municipality uses Documaster Arkiv as its archive core, but sees that it is necessary that a new system also includes archive functionality and the possibility of using it as an archive if there is a need for this in the future.

Attention is drawn to the fact that the contracting authority reserves the right in point 2.5 of the tender documentation to reject tenders that exceed the contracting authority's budget for operation or investment. Information is given on this in the notice so that tenderers that cannot deliver according to the contracting authority's budget do not submit a tender.

Option 2: building application system;
Option 3: planning application system;

The options can be taken up in writing by the contracting authority during the contract period.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1: tax certificate.
Tenderers must not have considerable tax and VAT arrears, unless an approved repayment schedule is presented.
Documentation requirement 1: Tax Certificate.
Norwegian tenderers:
Tax and VAT certificate, not older than 6 months. The certificates can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers
A certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and fees in accordance with the laws of the country where the tenderer is established. The certificate must not be more than 6 months old.

Økonomisk og finansiell stilling:
Requirement:
Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Tenderers must, as a minimum, achieve a rating of ‘Credit worthy’, i.e. the tenderer must be in risk classification 6 or higher on the Experian scale.
Documentation requirement:
As documentation the contracting authority will obtain the credit evaluation Commercial Delphi Score from Experian (The contracting authority subscribes to services from Experian).
Tenderers are expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's economic situation.

Tenderers can attach a credit rating from a certified credit rating company showing that the tenderer fulfils the requirement. The credit assessment must be based on the last available accounting figures.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Requirement:
Tenderers must have experience from delivering the offered case and archive system to a Norwegian municipality of a comparable size as the contracting authority. Comparable size means a Norwegian municipality with 50 000 inhabitants or more.
Documentation requirement:
Documentation requirement: tenderers must attach a list of the most important relevant assignments the last 3 (three) years. The description must include a statement of the assignment's content, value, date, and recipient (name, telephone number and e-mail address). It is the tenderer's responsibility to document relevance through the description. The references will only be contacted if required.
