DSS Department for Digital Services has an important role in the development and implementation of its own courses that are held for the many users of our ICT services. The courses cover different types of courses and training in the applications that are available on DSS:DT's platform. DSS:DT has, thus, a need to procure external consultancy services for the development and implementation of these courses.

The intention is that the framework agreement will cover DSS's needs for such services during the contract period, but without any obligation to purchase. DSS Department for Digital Services has an important role in the development and implementation of its own courses that are held for the many users of our ICT services. The courses cover different types of courses and training in the applications that are available on DSS:DT's platform. DSS:DT has, thus, a need to procure external consultancy services for the development and implementation of these courses.

The contract will be valid for 2 years from the date the contract is signed. In addition there is an option for an extension of the contract for further 2 years, one year at a time (1 + 1).

It is difficult to estimate the financial scope of the framework agreement. The need for training consultants can vary from year to year, and can depend on grants. This is dependent on the extent of reorganisations and relocation processes in the ministries that will be carried out in the contract period as well as other unexpected occurrences. The total annual value for procurements under the framework agreement, including options, is estimated to between NOK 4 million and NOK 8 million. The estimate is based on consumption under the existing contract and is consequently not binding for the contracting authority. Call-offs on the framework agreement can thus be both higher and lower than estimated. Further information of the various sub-deliveries extent is stated below, under the description for each delivery.

The framework agreement will be non-exclusive.

The contract can be extended for a further 1 + 1 year, maximum of 2 years. Total 4 years from when the contract is signed.

Requirements: tenderers must be a legally established company.

Documentation:

Norwegian companies: company registration certificate.

Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

Requirement: paid taxes and duties.

Documentation:

A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement: tenderers must be able to show adequate economic and financial capacity for the delivery.

A credit rating with key figures from a recognised credit assessment company, or other form of documentation to verify that the requirement has been met.

Teknisk og faglig kapasitet:

• Tenderers must have sufficient ability and experience to carry out the delivery.

Documentation: a description of the tenderer's three most relevant assignments in the last 3 years, together with information on the contracts' value, date of delivery or execution and the name of the recipient. Relevant assignments means deliveries of multi-functional machines (procurement and hire), service and support contracts for entities of an equivalent size and complexity as DSS and entities that can join the contract. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.

• Tenderers must have sufficient capacity to carry out the delivery within the specified frames and deadlines.

Documentation: a statement of the tenderer's average annual workforce in Norway in the last 3 years.
