Procurement of a framework agreement for consultancy services for acute landslide events

Norges vassdrags- og energidirektorat (NVE)

NVE needs consultancy services on landslides for acute landslide events or messages of concern connected to a danger for such events, including rock falls, rock slides, quick clay, snow avalances, landslides, slush avalanches, and flood avalanches. The contract does not include consultancy services for major mountain avalanches.
The contract will be valid for 2 years, with an option for a 2 year extension on the same terms. The scope of the contract is estimated to be NOK 15-25 million excluding VAT, with an upper limit of NOK 50 million excluding VAT over four years, without any obligations.
The contract is for assistance at short notice nationwide, including Svalbard (12 areas, see 1.3 for more information). Tenderers can choose which geographical and professional areas they can cover.
The tenderers are expected to assist NVE with, amongst other things, acute danger assessments, site inspections, and the preparation of technical notes or reports.

NVE would like to enter into a contract with minimum 2 tenderers within each geographical area and within the three service categories, quick clay, snow avalanches, and avalanches in steep terrain. The distribution between the tenderers will occur in the following way:

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian companies: Company registration certificate
Foreign companies: Verification that the company is registered in a company register, professional register or a trade register in the state where the tenderer is established.
Økonomisk og finansiell stilling:
Norwegian tenderers must have their tax and VAT payments in order.
Documentation requirement:
Tax certificate, not older than 6 months, calculated from the tender deadline.
Teknisk og faglig kapasitet:
Tenderers must have experience from comparable assignments.
Documentation requirement:
Description of the tenderer's three most relevant contracts during the last three years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. A tenderer can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another service provider.
