E39 Rogfast Contract E15 — Kvitsøy Tunnel and County Road

The tender documentation is for contract E15, which comprises the Kvitsøy tunnel and a new county road 4692 on Kvitsøy. This is a small part of the E39 Rogfast project that is described below. Rogfast will replace the ferry routes E39 Mortavika -Arsvågen and Mekjarvik – Kvitsøy. E39 Rogfast consists of a 26.7 km submarine main tunnel with separate tunnels for each direction with a cross section of 2 x T10.5 between Harestad in Randaberg Municipality to the south of Boknafjorden and Laupland in Bokn Municipality to the north of Boknafjorden. 2.3 km of motorway is to be constructed with that narrows and connects to the existing E39 at Knarholmen. A 3.5 km tunnel with a cross section of T10.0 is to be constructed between Kvitsøy and the main tunnel, which will be connected to the main tunnel in a two-level interchange in the tunnel. Contract E15. The Kvitsøy tunnel is to be built as one tunnel with a cross section of T10.0, approx. 3.5 km. The tunnel is to be driven with a 7 % decline towards the future junction with the Boknafjord tunnel. A 190 m access tunnel T7.5 is to be constructed at the end of the tunnel at contour approx. -230 to the nearest ventilation hall. The contract includes blasting and securing the tunnel, ditch and pipe work, and road construction. Water and frost protection, the technical buildings and other installations will be part of the next contract. Road 22100 is to be constructed on Kvitsøy as a two-lane road with a pavement from pr 100 at Hellesøy for approx. 1650 m, as well as a new junction with the existing county road 4692. The cutting for the tunnel, including ditches, must be blasted and the matter removed. From pr 100 on road 22100 a temporary road is to be constructed to profile 335 on road 18000 in a tunnel. An intermin road past the cutting must also be constructed. Three bridges cast on site are to be constructed with a breadth of 11 m. The bridges have the following lengths:

• Bridge Hellesøy, 3 spans, bridge plate 83 m,

• Bridge Langøy, one span, bridge plate 20 m,

• Bridge Torneskjær, one span, bridge plate 20 m.

Geology: there is much uncertainty regarding the geology of the area. There are many zones registered with low, in places extremely low (<3 000 m/2) seismic speeds. Some of the zones are expected to cause problems for driving, securing and injecting the tunnel. One pitched sea filling will be established where the most stone from the tunnel will be placed.

Tenderers must be a legally established company or consist of a group of suppliers who are legally established companies. The requirement also applies to business that the tenderer relies on. Documentation requirement:

1) Certificate from the register of business enterprises, or equivalent certificate of legal registration in the country where the tenderer, or the companies that together make up the tenderer, cf. point 4.2, is/are established, as well as for all supporting companies, cf. point 4.1.

2) Completed table in chapter E2 point 3.1 and possibly point 3.3.

Økonomisk og finansiell stilling:

Tenderers must have adequate economic and financial capacity to comply with the contractual obligations and fulfil the following requirements:

1) Equity min. NOK 100 million;

2) An average annual turnover of minimum NOK 250 million for the last 3 financial years;

3) Tenderers must have an equity ratio of at least 10 %.

Teknisk og faglig kapasitet:

Tenderers must have sufficient experience of a relevant nature and degree of difficulty from the following work:

1) Construction of tunnels for transport based on blasting and rock securing, as well as experience with rock injection;

2) Road construction;

3) Bridge construction;

4) Large sea fillings.

Tenderers must have experience from the execution of the works, it is not sufficient that the tenderer only has experience from managing the sub-contractors’ execution. If the tenderer only has experience from managing sub-contractors, the tenderer must rely on other companies that have the necessary experience from execution of the relevant works, see more detailed information in B2 point 4.1. NPRA and other builders' experiences with the tenderer will be appraised Tenderers must have a system that shows that they work pro-actively to ensure safety, health and working environment (HMS), with relevance for equivalent work to that included in this competition. The system will be subject to periodic review. Tenderers and their central contract facilitators ought to have an average H2 value lower than 12 for the last 3 years. If the H2 value is higher than 12, an account must be given of the development tendency of the H2 value. If a tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants. Tenderers must be certified or is in the process of being certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management), or the Eco-Lighthouse certification scheme, with relevance to equivalent public transport projects. Tenderers must be certified or is in the process of certification in accordance with ISO 9001 (2015), with relevance to comparable transport projects.
