The contracting authority needs to enter into a contract for the digitalisation of paper based archives at the child welfare services and PPT. These are estimated to consist of 155 and 58 shelf metres respectively. The archives consist of letters in/out, decisions, reports, reviews, case presentations, ongoing journal notes, agreements, plans, etc.
The contracting authority would like to digitalise its paper archives at the child welfare services and PPT. This involves scanning documents for the contracting authority's archive core, Documaster, in accordance with the NOARK5-standard. The paper archives are then to be delivered to the contracting authority's archive depot (Inter-Municipal Archive in Rogaland). The archives have been tidied in advance, but staples will have to be removed and minor order measures will be required in the archive that is 66 shelf metres.

The contracting authority would like an option for the tenderer to register all documents as individual journal items. The registration of journal data with the accompanying metadata must be in accordance with Annex 3 Registration Guidelines and Compiling Categories.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

The tenderer must not have considerable tax and VAT arrears, unless an approved repayment schedule is presented.

Documentation requirement:

— Norwegian companies: company registration certificate;

— foreign companies: verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established;

— tax certificate, not older than 6 months.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Tenderers must achieve a minimum rating of ‘Credit worthy’, i.e. the tenderer must be in risk classification 5 or higher on the Experian scale.

Minste nivå(er) av standarder:

As documentation, the contracting authority must obtain the credit evaluation Commercial Delphi Score from Experian (the contracting authority subscribes to services from Experian).

Tenderers are expected to have familiarised with registered information about the company and by submission of the tender accepts showing that the information will be obtained and form the basis of the assessment of the tenderer's financial standings.

Tenderers can attach a credit rating from a certified credit rating company showing that the tenderer fulfils the requirement. The credit assessment must be based on the last available accounting figures.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

Tenderers must have experience with a minimum of two relevant assignments as described in this document, in regard to the scope and the complexity.

Minste nivå(er) av standarder:

Documentation requirement: tenderers must attach a list of the most important relevant assignments the last 3 (three) years. The list must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to document relevance through the description. The references will only be contacted if required.

Tenderers can document experience by referring to the competence of the personnel at disposal for this assignment, including experience that has been acquired while the personnel performed services for another service provider.
