In general the assignment includes environmental advice and support in the project. Specifically, the tenderer will be expected to contribute with:
- Preparation of the necessary reports and plans in accordance with the given permission.
- Follow-up of the environment monitoring programme during the trial dredging and comparison of the results. This includes the necessary filed work.
- Implement, possibly adjust the programme and plans after the results from the trial dredging.
- Contribute to the communication with the Norwegian Environment Agency on permission for site activities in the spring (Jan-April).

Due to accessibility, capacity, and traffic safety, the Norwegian Coastal Administration will improve the approach to Borg harbour, which is located in Fredrikstad Municipality in Viken County. The intention of the improvement of the approach to Borg harbour in Fredrikstad is to return the fairway in Røsvikrenna back to the same standard it had after the dredging that was carried out in 1995, and involves dredging in the fairway.

The Norwegian Coastal Administration has previously applied and received permission to carry out the measure from the Norwegian Environment Agency. At the time the application for permission was dealt with, the original measure was considerably more wide-ranging. The permission from the Norwegian Environment Agency includes requirements and terms that the measure cannot be started before, amongst other things, the following information is available:

- An environmental risk assessment

- Stand-by plans for the natural environment

- Plan for mitigating measures to protect the natural environment

- Inspection and monitoring programme

- An investigation of noise levels

The Norwegian Coastal Administration plans to carry out a preliminary project in 2022 before the the dredging is started. The preliminary project will consist of trial dredging in the area with the disposal of clean and polluted matter, in addition to testing various mitigating measures and obtaining further knowledge of the area. The intention of the preliminary project is to secure the necessary investigations and documentation for the existing terms in the permission from the Norwegian Environment Agency. This particularly applies to the choice of methods for implementation, as well as the validation of the result from models and assumptions in the environment application. A clear goal of the preliminary project is to create predictability for the construction period and the scope of the environmental monitoring for the measure.

A research project and case study that focuses on a sustainable solution for, amongst other things, sediments, is being carried out parallel to the Norwegian Coastal Administration's fairway project and planned trial dredging.
