The purpose of the procurement is to enter into a contract with a tenderer who can offer extremely high competence with a high degree of security of supply during the contract period. The contract will give robust and flexible access to relevant resources in the period of greatest need.

The business areas that work with the parliamentary documents in the Norwegian Parliament follows the ‘parliamentary year’. The work quantity varies greatly during different parts of the year.
The Norwegian Parliament’s need to purchase text services is particularly connected to the most work-intensive periods, autumn and spring. These usually arise each year in the period from 15.11-20.12 and from 15.5-20.06. (the finishing periods). In addition, need can also arise during sick leave and special events.

Multiple sections may need assistance with text work in these periods. To some extend the need for resources for text services in these units coincides. There is a need for assistance that contributes to strengthening the internal capacity and provides the opportunity for relieving and re-prioritising internal resources where necessary.

The high work capacity and ability to deliver quality under time pressure are important qualities of the offered resource persons. Experience with transcription, preparation and quality assurance of text based on audio recordings will be given emphasis.

The need for text work includes amongst other things:
— proofreading of different documents connected to the administrative and parliamentary business;
— quality assurance of various documents connected to the administrative and parliamentary business;
— printout, preparation and quality assurance of text based on audio files from parliamentary meetings, committee meetings, control hearings and certain other hearings. Note that the list is not exhaustive.
