Kolumbus AS (hereafter called Kolumbus or the Contracting Authority) has the overall responsibility for mobility in Rogland. This means that we must ensure that everyone can get from A to Z without using their own car. Central assignments will be planning, developing, administering, marketing and informing about the different travel alternatives in the region. Public transport by bus and boat are clearly our most resource demanding assignments, but we are also responsible for journeys by bicycle, on foot, and other means of transport. Kolumbus administers the county school transport scheme.

Kolumbus AS, hereafter called the contracting authority, invites tenderers to an open tender competition for market insight and analysis services.
The contracting authority is seeking a new provider of customer insight and market analysis services.
Rogaland is a region with a traditionally high share of cars. At the same time as we are measuring the physical change in the number of cars that are using the roads and the numbers of boarding on our public transport services, we are equally dependent on measuring the development in what Rogaland's population thinks about traveling without using their own cars. We need this to report developments to our owners in Rogaland County, but most and foremost for adjusting our focus and adapting the transport measures to what people need and want.

The contracting authority has the exclusive right to extend the framework agreement for 1 + 1 year.

1.4.1 Extension of the agreement: The contracting authority has the exclusive right to extend the framework agreement for 1 + 1 year.
1.4.2 Customer satisfaction survey on board public transport: Physical on-board surveys on buses and boats. Columbus is now in a transition phase from quantitative physical on-board surveys with interviews to digital self-service surveys via app. For this we have a separate agreement with Fluxloop. It may nevertheless be relevant to carry out physical on-board surveys, and the contracting authority therefore wants an option for physical on-board surveys on buses and boats. We request a price for 50 passenger interviews per six months. The option shall be priced in the price form, Annex 2.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be a legally established company. Documented by: Norwegian companies: Company registration certificate, not older than six months from the tender deadline.
Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer must have sufficient financial capacity to fulfil the contractual obligations.
Minste nivå(er) av standarder:
The tenderer must enclose the annual accounts for the last 3 years including the board´s annual report and the auditor´s statement.
The contracting authority will also collect its own credit rating of the company via the credit rating agency Bisnode. Tenderers must achieve a rating of 'credit worthy'.
Teknisk og faglig kapasitet:
The tenderer shall have sufficient experience from equivalent assignments during the last 3 years.
Minste nivå(er) av standarder:
A description of the tenderer's most relevant contracts in the last 3 years. The description must include a statement of the assignment´s value, date and recipient (name, telephone number and e-mail address). References will be contacted if needed to clarify relevance of the assignment. However, it is the tenderer´s responsibility to provide a description substantiating relevance.
