Politiets fellestjenester (PFT) would like to enter into a framework agreement for a system for simple positioning of vehicles, as well as a contract for service and maintenance for the Police. Special bodies are included in the contract. Politiets Sikkerhetstjeneste (PST) is included in the contract. Further details on who the contract applies to, including who is defined as the contracting authority in accordance with the contract, is stated in the Annex 1 point 3 of the framework agreement (SSA-R).

Politiets fellestjenester (PFT), hereafter called the contracting authority, would like to enter into a framework agreement for a system for simple positioning of vehicles, as well as a contract for service and maintenance for the Police. Special bodies are included in the contract. Politiets Sikkerhetstjeneste (PST) is included in the contract. Further details on who the contract applies to, including who is defined as the contracting authority in accordance with the contract, is stated in the Annex 1 point 3 of the framework agreement (SSA-R).

The delivery will include, amongst other things:

— units for assembly in vehicles (cars, motorcycles, boats, scooters, etc.);

— units that are designed to be hidden in a pocket on service personnel;

— necessary software;

— service and maintenance;

— service level;

— tool for a central management system;

— additional equipment such as external aerials, power supply, chargers, batteries, cables, etc.

The list is not exhaustive. The contracting authority's delivery requirements are detailed in Annex 6 of the framework agreement. In addition, a service and maintenance contract will be signed for the procured equipment and software.

The delivery will not include assembly in vehicles. This work will be carried out by a vehicle bodywork supplier.

… SSA-R subject to the same terms for 1 + 1 year, so that the total possible contract length is 5 years.

… SSA-V subject to the same terms for 1 + 1 + 1 + 1 year, so that the total possible contract period is 10 years.

Beskrivelse av opsjoner:

Uniformed vehicles will not, as a starting point, use the system for simple positioning of vehicles as mentioned in SSA-R Annex 1 points 5.2 and 5.3, but it can be used as a backup system in order to ensure that the contracting authority's operation centres are supplied with positioning data. See SSA-R annex 1, point 5 for further details.

1) Uniformed vehicles in operation

The system can be ordered and implemented in uniformed vehicles that are in operation on date the contract is signed if the existing equipment cannot be repaired and must be replaced. The contracting authority estimates that there can be approx. 20 units over the course of one year, and up to 100 units over the course of the entire contract period. The number can be somewhat higher, but it will not exceed 40 units over the course of one year and 200 units over the course of the contract period.

The contracting authority reserves the right to make call-offs for uniformed vehicles that are in operation up until the end of 2021 on equivalent terms as those given for vehicle mounted units. If this option is taken up by the end of 2021, the option will apply for the remainder of the contract period. The probability of this option being taken up is estimated to be higher than 50 %. The option will be evaluated under the award criteria 'price'.

2) New uniformed vehicles

Positioning in new uniformed vehicles that are put into operation will be taken care of by the functionality in routers in the vehicle. In order to ensure that positioning data will be available for the map systems, the Contracting Authority sees that there can be a need to use the system in point 5.2 and 5.3 also in new uniformed vehicles.

The contracting authority reserves the right to take up the option by the end of 2021. An estimated up to 300 vehicles will be replaced a year, but it will not exceed 1500 vehicles over the course of the contract period. If this option is taken up by the end of 2021, the option will apply for the remainder of the contract period. The probability of this option being taken up is estimated to be lower than 20 %. The option will not be evaluated.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirement:

• Norwegian companies: Company Registration Certificate.

• Foreign companies: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Documentation requirement:

— A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a license to conduct this service.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

1) Tenderers must have experience from comparable contracts.

2) Tenderers must have a good and well-functioning quality assurance and management system for the services that will be provided.

Minste nivå(er) av standarder:

1) Description of up to 3 of the most relevant/comparable contracts during the last 3 years. The list must include a statement of the deliveries' value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document the experience of the personnel that may be used for this project, including experience that has been acquired while the personnel was in the service of another employer.

2) Tenderers must submit documentation of their quality assurance and management system. The following documentation will be accepted:

Certificate of the company's quality system/management system, issued by independent bodies that confirm that the tenderer fulfils quality assurance standards, in accordance with ISO 9001 or equivalent.

Other documentation of equivalent quality assurance measures. This requires that the tenderer documents that these measures are equivalent to the requested quality assurance standards.

Vilkår for kontraktoppfyllelse:

The contractual relationship will be regulated by the government's standard contract, framework agreement for the procurement of goods and services within ICT and consultancy services (SSA-R), and the government's standard contract for maintenance and service of equipment and software (SSA-V).
