The procurement will be implemented so that each of the 7 individual collaborating municipalities can sign their own contract with the same supplier for the establishment and ongoing service deliveries of an eBuilding application system.

The Hald Municipalities (Herøy, Alstahaug, Leirfjord and Dønna) intend to sign a contract with the tenderer who delivers the best offer, but Grane, Hattfjelldal and Vefsn retain the right to exercise options to sign a contract with tenderer.
Alstahaug Municipality is responsible for the coordination of the procurement sequence and will be until the selection of tenderer takes place.
The primary purpose and motivation of the procurement is the contracting authority's focus on simplification and digitising. The aim is to procure a building application system that can make the every day easier for case handlers, the municipality's inhabitants and industry. This wish must also be seen in the context of necessary environmental considerations and efficiency goals in the 7 listed municipalities.

The contract will be automatically renewed for 1 year at a time until notice is given by one of the parties.

In order to have their tender evaluated, the tenderer must complete the electronic self-declaration form about whether they fulfil all of the qualification requirements set in the tender documentation.
The selected tenderer must, prior to signing the contract documents, fulfil the qualification requirements in accordance with the tenderer who is chosen to sign a contract must document fulfilment of the qualification requirements in accordance with the stated documentation requirements.

If the tenderer relies on the capacity of other businesses to fulfil the economic and financial capacity requirements, it must be documented that the tenderer has authority over the necessary resources. Each of the municipalities of Herøy, Alstahaug, Leirfjord, Dønna, Grane, Hattfjelldal and Vefsn have the right to sign a contract with the tenderer who wins the competition. This means that the contract can result in up to 7 municipalities each signing their own contract with the winning tenderer.

These seven municipalities are to be considered as the contracting authority or the Client. Alstahaug Municipality has coordinated the process. Procurement of a new case processing system is based on KS ’product specification eBygesak. The HALD-municipalities (Herøy, Alstahaug, Leirfjord and Dønna) was prepared to sign a contract with the tenderer who delivered the best tender. Grane, Hattfjelldal and Vefsn retained the right to exercise the option to sign a contract with this tenderer. The result of the contest was that all seven municipalities chose to sign a contract with the winning tenderer.
