Competence Package on the School Environment

In order to support competence development in the school environment, the Norwegian Directorate of Education and Training will develop a competence package that can be used in local competence development. The competence package will be internet based via www.kompetanse.udir.no. A competence package in this connection is a collection of content elements/modules presented as a structured development course. The competence package is to be offered with a logon system and it must be open for everyone. School owners or school managers will decide whether the school will use the competence package, and will organise the work on the competence development. The starting point for the schools will be their development needs, and the competence package can be used in a decentralised scheme for competence development. Professional environments that cooperate with and support school owners and schools in their long term development work can use the content of the competence package as a starting point for a dialogue and any guidance.

The competence package must be built up from collective competence development in primary and secondary learning, and, at the same time, have possibilities for individual participation. After the implementation, school owners, managers and employees in schools and before-and-after-school care must have strengthened their competence in developing and maintaining a safe and good school environment, as well as preventing, uncovering, and dealing with unhappiness, outsiderness, and violations such as bullying, violence, discrimination, and harassment. The competence package must also contribute to strengthening the school owners' role of being responsible for competence development and for the pupils' school environment. When working on the pupils' school environment, the school will sometimes need to cooperate with services and actors outside the school, such as the school health service, PPT, BUP, or child welfare. It is therefore important that the competence package stimulates multi-sectorial cooperation.

In order to solve this assignment, the Norwegian Directorate of Education and Training would like to find a tenderer who will develop and produce content for the competence package. The content will be developed in cooperation with the Norwegian Directorate of Education and Training, and possibly other actors that are involved in the work. The competence package must give the participants insight into different professional perspectives on work with school environments and violations such as bullying, violence, discrimination, and harassment, as well as emphasise individual, group, and system levels.

Beskrivelse av opsjoner:
The Directorate would also like to agree an option for any in-depth modules for other relevant target groups in the work with school environments, such as PPT and the school health service.
The Norwegian Directorate of Education and Training will decide whether to take up the option by 1 July 2024.
We estimate that the total value of the options will be up to NOK 1 500 000 excluding VAT.
