Objective:
The Norwegian Tax Administration serves both Norwegian and foreign persons who are obligated to pay tax to Norway. The foreign taxpayers are located partly in Norway and partly abroad. The customer's employees are also participating in international cooperation on many fields. This means that the customer need translation services.
The Norwegian Tax Administration shall enter into a framework agreement that covers the administration's nationwide need for translation services. A agreement shall be signed with one provider.
The shall include the following services:
— translations,
— other services (e.g. updating, editing, work with vocabularies).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Qualification requirement:
— the tenderer must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement:
— Norwegian tenderers: company registration certificate,
— foreign tenderers: verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Qualification requirement:
— tenderers must have complied with their obligations related to the payment of tax and VAT.
Documentation requirement:
— the certificate can be ordered and downloaded from altinn.no; http://www.skatteetaten.no/skatteattest/
— the certificate must not be more than 6 months old, from the tender deadline;
— any arrears and other notes must be explained.
— the tenderer shall have good creditworthiness. Good creditworthiness is in this agreement defined as credit score A or better. When referring to a different credit score than A, e.g. by figures or other score, documentation must be presented that verifies that the figures/score are equivalent to A or higher.

— credit rating from a certified credit institution;
— the evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has evolved during the past three (3) years. The key figures for liquidity and the equity ratio must be given in the credit rating;
— if a tenderer shall use subprovider for compliance with the current qualification requirements, an extract of the annual accounts must also be presented for the subprovider. Extracts from the annual accounts mentioned in the previous sentence must fulfil the requirements in the above bullet point. Furthermore, the tenderers must substantiate to the contracting authority that they can use the relevant and necessary resources at the subprovider, for example, by enclosing a binding statement.
