The contracting authority, Innlandet County, would like to procure a joint electronic record of substances and products that will be used by its entities.
The record of substances and products' primary assignment is to see to the contracting authority's need for access to updated safety booklets, so that information on the substances and products is readily available for safe handling and storage of chemicals. In addition to this, the electronic record of substances and products will be used as an aid for compliance with the requirements in the law and regulations on hazardous substances.
The aim is to make the county capable of working systematically to reduce the risk involved when using of chemicals (primarily the final users), as well as the increase the quality and efficiency of HSE work in the county.

The requirement to have a record of substances and products is in the Working Environment Act, the Chemical Regulations, the Regulations on the registration, assessment, approval and restriction of chemicals (REACH) and the Record of Substances and Products Regulations.

The aim of the procurement can be summed up in the following way:
— give users access to information so they can take care of their own health and safety, give a basis for mapping and assessing risk, particularly as regards the substances' qualities that are injurious to health and risk reducing measures,
— document the entity's deposits and storage of substances that are injurious to health.
Phase out use of the most dangerous substances (substitution obligation), ensure the safest possible use and storage of substances that are injurious to health. The contract must ensure that the contracting authority always makes the most rational, financial advantageous and social responsible purchases for its entities.
