The aim of this procurement is to ensure that NAV has a reliable and efficient scanning system for the trade archive, which communicates with the underlying systems in NAV. The scanning system must allow received documentation to be archived and made available for case management as soon as possible. Scanning trade post is seen as vital, as errors and delays will affect case management and payments to users. There are, therefore, strict requirements for production capacity, daily deliveries, efficiency, security, and quality in the system.

The extent of the contract is somewhat uncertain, as NAV is focussing on digitalising its services.
4 million documents are currently scanned every day. The extent will, thus, be highest at the beginning of the contract period and it is expected to then be considerably reduced. NAV emphasises that the current volume is not binding for the coming contract period, but is given as a guideline for tenderers.

Some users do not choose digital systems, and post from these must therefore be scanned.
Services included in the procurement are:
Receipt, opening and sorting post.
Quality assurance and preparation for scanning.
Scanning received documents.
Machine interpretation of meta-data for the document and/or parts of the document content, either in the form of barcodes or typed.
Manual entering information when the barcode or typed message is not readable.
Production of hand-over files, consisting of scanned documents and the accompanying meta-data.
Various services connected to handling deviations from scanning errors, etc.
Storage of original paper copies in a secure archive.
Shredding.

Qualification requirement:
Norwegian tenderers must have their tax and VAT payments in order.
Documentation requirement:
— Norwegian tenderers: A tax and VAT certificate from the tax authorities, not older than 6 months from the deadline for requests to participate in the tender contest.

— Norwegian tenderers: company registration certificate from the Brønnøysund Register Centre,

— description of the tenderer's technical capacity and professional qualifications. With regard to the capacity, a description of the tenderer's relevant units shall be given. With regard to qualifications, a short overview of the tenderer's general relevant expertise shall be given. The personnel proposed to the assignment shall not be specified, and CVs not submitted,

— a description of the tools, material and technical equipment that the tenderer has at its disposal for fulfilment of the contract.

— the tenderer's most important deliveries in the last 3 years, including a description of the assignments, values, time frames and recipients.
The description of each delivery must include:
— recipient/contracting authority,
— date and duration,
— discipline,
— value (if the value cannot be specified due to confidentiality requirements, the tenderer is asked to specify the number of man-labour years for the tenderer's input),
— The tenderer's role/area of responsibility,
— description of the delivery including the system/technology that was used.
