The interpretation service will primarily consist of on-site interpretation, but screen interpretation can be more relevant in the long term. The basic language that is to be translated is to/from Norwegian. The interpretation service will be used in NAV's work for guidance, clarification, mapping, information, follow-up and qualification of NAV's users. The service will be connected to an electronic booking portal, which must be set up with relevant applications and be user friendly, efficient and functional, as well as giving options to report deviations.

The service must be connected to organisational resources and the design must take care of central input factors. This is to include quality of the interpreter, operation and development of the booking portal, as well as process connected to the coordination of bookings. It is also to include processes connected to the establishment and development of policies and methodology for the optimisation of HR and others who are connected to the recruitment/staffing of interpretation resources, a set-up for qualification, establishment of professional subject elements, establishment and operation of a relevant portfolio of interpreters and other functions related to the interpreters. The service must also have a system for offering relevant guidance for orderers at the contracting authority, the development of competence in those booking interpreters, as well as a system for documentation of and reports on completed services.

Innovation as regards the development of organisational resources and design, technological systems, as well as subject-methodological elements connected to the interpretation services, will be central for the procurement of the service.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: tenderers are required to have a legally established company.
Documentation requirement:
Norwegian tenderers: company registration certificate from the Brønnøysund Register Centre.
Foreign tenderers: certificate for registration in the register of business enterprises as prescribed in the legislation of the country in which the tenderer is established.

Requirement:
Tenderers are required to have sufficient financial ability to execute the contract.
Documentation requirement:
Credit rating from an officially approved credit evaluation institution. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has evolved during the past 3 years.
The company's last annual report including the auditor's report to relevant public authorities in the country where the tenderer is established, for example the Brønnøysund Register Centre in Norway, including new information of relevance to the company's fiscal figures.

With regard to qualifications, a short overview of the tenderer's general relevant expertise shall be given. The personnel proposed to the assignment shall not be specified, and CVs not submitted.
