Nord-Fron Municipality will establish water and sewage installations for huts, etc., at by Furusjøen and the surrounding area at Kvamsfjellet. The establishment of a new waterworks for drinking water is included in this development.
Nord-Fron Municipality invites tenderers to a contest for contract 3-1 Building.
This contract (contract E 3-1) will include ground work and civil engineering work for the waterworks, including external water and sewage pipelines and electrical conduits up to and including the intake pump station, as well as external water and sewage pipelines for connection to the municipal network. E 3-1 will also include various auxiliary work for contract E 3-2 Process.

The technical installations in the waterworks will be carried out as a separate turnkey contract 3-2, which will be transferred to 3-1 Building for administration and progress control.
The contract start-up is estimated to be at the beginning of October 2018, and progress will be coordinated with the technical process installations (E 3-2). Completion is provisionally set to summer 2020.
As contractual provisions, NS 8406:2009 applies with the corrections that are in part II — contract documentation, point B.2 and B.3 special contract provisions.

Tenderers must document that they have the qualification requested by the contracting authority to fulfil the assignment.
Økonomisk og finansiell stilling:
Tenderers must document that they have sufficient economical and financial capacity to fulfil the contract.
Minste nivå(er) av standarder:
1) Financial solidity of minimum rating A on the Bisnode AAA scale is required;
2) A liability insurance certificate must be presented;
3) State how much of the contract will be outsourced to sub-contractors;
4) No tax, payroll tax or VAT arrears. A Tax and VAT certificate, not older than 6 months must be presented. Any arrears or other irregularities must be justified.

Tenderers must document experience and the necessary qualifications to execute the contract. Tenderers must have an active quality/management system. Tenderers must document that they are able to declare the right to accept responsibility in accordance with the planning and building act.

1) Tenderers must have experience from ground work, outside work and constructional work of the same nature and degree of difficulty. This is to include experience from concrete work in the winter. Documented by: a reference list with contact persons at the Contracting Authority from equivalent assignments in the last 5 years;

2) Tenderers must document that they are able to declare the right to accept responsibility in development class 1 for the relevant disciplines covered by the work. Documented by: central certification or other documentation in accordance with the requirements in SAK Chapter 11 on education levels, experience, etc.;

3) Tenderers must have a quality assurance system/management system. Documented by: an account of the company's quality assurance system/management system;
4) Tenderers must document that ditch work for water and sewage pipelines and pipe assembly, etc., will be carried out by personnel with the required qualifications and experience from equivalent work. Documented by: a reference list with contact persons at the Contracting Authority from equivalent assignments in the last 5 years.
