“The Norwegian Parliament has asked the government to implement a norm for teacher/pupil ratios in schools. The aim is that in autumn 2018 there must be 1 teacher per 16 pupils in the 1–4 years, and 1 teacher per 21 pupils in the 5–10 years, and from autumn 2019, the aim is that there must be 1 teacher per 15 pupils in the 1–4 years and 1 teacher per 20 pupils in the 5–10 years. The norm must be evaluated throughout and must be seen in connection with measures to recruit a sufficient number of qualified teachers. Current teacher training, including the current intake requirements and the government's competence requirements must form the basis of the evaluation. A quality assurance of costs connected to updated GSI figures is being carried out at school level, so that no municipalities lose out from the implementation of the norm. An adjustment of the total costs will be added to the government's proposal for the revised national budget for 2018. Furthermore, there must be a review of how the implementation of the norm can be carried out without there being a danger of increased teacher shortages in parts of the country.”
