The government also wants municipalities and county municipalities to have more leeway to plan and implement competence development. Through the competence model for schools, the government is changing the financing of competence development initiatives so that decision making and prioritisation are moved closer to those who are to implement the measures based on the fact that the use of funds must be better adapted to local needs, capacity and competence. The scheme also includes private schools and private school owners.

3) The state public policy system must be diversified;
