The contracting authority for this competition is listed in the annex “Contracting authorities included in this competition”. The competition is being held by Elverum municipality on behalf of other contracting authorities.
Each contracting authority shall sign an individual contract with the provider(s) and is responsible for own compliance of the contract. On behalf of Øyer and Gausdal municipalities, Lillehammer municipality is included in the contract.
The follow up of the contract on a general level, including conversations with the tenderers, for all contracting authorities will be carried out by the authority responsible for the contract. The authority responsible for the contract is Elverum municipality.

The contracting authority will enter into a framework agreement for the purchase of interpreter and translation services to the municipalities, particularly for telephone interpretation and on-site interpretation. Video interpretation (Screen Interpretation) is not currently used much, but the contracting authority intends to increase this portion. In addition, delivery of written translations is included in the assignment.

The objective of the procurement is to contribute legal rights and equality being safeguarded in cases where there are language barriers. The procurement must also secure that the municipalities fulfil their duty of disclosure according to the Public Administration Act in circumstances where the user/patient/student has little or poor Norwegian competence.

The procurement will include all service areas in the municipalities, but the majority of the assignments will be in health, schools, the child welfare service and the refugee service.
The quality and availability of the service must satisfy the Directorate of Health and IMDI's legislation and guidelines. The Directorate of Health's guidelines IS-1924 are normative when concerning the selection of category.
The value of the procurement: 26 000 000 NOK.
In 2018, the interpreter services were distributed 10-15 % on-site interpretation and 85-90 % for telephone interpretation. In regard to the interpretation level according to the interpretation portal, the distribution is 10-15 % delivered for level 1-5 and 85-90 % level 6 or outside of the levels.

The contracting authority will divide the competition into the following lots:
— remote interpretation (telephone interpretation and video),
— on-site interpretation,
— translation.
