Helse Sør-Øst RHF (HSØ) shall enter into regional Framework Agreements for the procurement of communication platforms, telephone exchanges with the accompanying support systems, terminal equipment and licences. The Framework Agreement´s intention is to replace deliveries or installations or to expand existing deliveries or installations. Major parts of the existing platform are 'end of support'. The Contracting Authority has existing maintenance contracts. Maintenance contracts are therefore not a part of this competition.

Tenderers are to be aware that Sykehuspartner has started modernisations and has signed a contract with DXC for modernisation, which will involve upgrading the systems. The Contract with DXC has been put on hold for further clarification. If the decision is that the contract with DXC is to be continued, the modernisation will be carried out in accordance with the Contract with DXC. If the decision is that the contract with DXC will not be continued, the Contracting Authority will need to procure and upgrade through this framework agreement. This modernisation will include hardware, software and hourly-based assistance. Hourly-based assistance will typically be assistance related to call-offs on the Framework Agreement.

The system portfolio and operational concepts for ICT systems in HSØ will be characterised by change in the coming years. The target picture is standardisation and central/joint regional deliveries of ICT services to the health trusts in the region.
Per Q2 in 2018, the Telekom Section in Sykehuspartner has 43 employees, of which 38 are executing administrators/technicians. Sykehuspartner Telekom has an internal duty scheme (24/7, 365). Sykehuspartner has maintenance contracts with contract partners for the Telekom systems. The contract partners have equivalent duty schemes (24/7, 365). The Contract partners have detailed information on the installations, administration accesses, responsibility for operational stability and back-to-back contracts with manufacturers. Sykehuspartner´s systems deliver round the clock vital services with the highest criticality. Examples are telephony for cardiac arrests, accident and emergency, delivery rooms, transplantation and theatres.

The estimated total volume of this framework agreement is 60 000 000 NOK per annum if the Contract with DXC is not continued. If the contract with DXC is continued, the estimated total volume of this Framework Agreement will be 15 000 000 NOK per annum.
