More than 31 000 people live in Halden municipality and it is the largest municipality in Østfold (geographically). The municipality has a relatively spread population over 642 km2 and the degree of mobile and internet coverage varies. A relatively low percentage of the current users are connected to the internet at home.
The tender applies to the products/services included in the price sheet (Chapter 2) and closely related products, i.e. products that are naturally come under the same product areas.

Halden municipality needs to replace the existing system for safety technology at home. The requested system is a new, future orientated system on a digital platform. Halden municipality is continually looking for systems, routines and technology that contribute to stability, safety and security for users and employees. So that our competent employees can spend their time and competence to the greatest degree possible together with the users, we need technological systems that are used for relevant assignments/functions, that are easy to use, have optimum stability with a low risk of errors and that contribute to efficiency.

The aim is to procure a digital system that contributes to improving public services and making them more efficient, strengthens the interaction between the involved interested parties, makes users more independent and that contributes to increased safety and sense of achievement. The system(s) will be an important part of the municipality´s welfare technology and it will be a natural and integrated part of the nursing and welfare service, including work with everyday rehabilitation in the municipality.

The procured system shall interact (be inter-operable) and it must communicate with the joint platform for welfare technology.
A joint platform has been procured for welfare technology, which the units in this competition must be able to communicate with. The platform that Halden municipality has chosen is from the eSmart system and is built on Microsoft Azure. The platform is run as a cloud service. The system is to be delivered as a Software as a Service (SaaS) service.
