The work on quality in learning a trade shall contribute to pupils and apprentices receiving relevant training in a good learning environment and that they complete their training. The quality development includes setting targets, implementing relevant measures to achieve the targets and assessing whether the targets have been achieved.
The Norwegian Directorate of Education and Training shall obtain information on the quality of training as a basis for national policy development. The Directorate's work on quality in learning a trade is further discussed in the document Quality in Learning a Trade. As a part of obtaining information and a knowledge basis in the quality development work, the Norwegian Directorate of Education and Training is responsible for several user surveys, such as the Pupil Survey, the Apprentice Survey and the Apprentice Company Survey. These three surveys provide, amongst other things, information on pupils and apprentices' training environments at school and in companies.

A general aim of learning a trade is that it shall be of high quality and the relevance of the training for working life is an important criteria when assessing quality. There are, however, no indicators that give information on the relevance of learning a trade for working life and this is a challenge as regards assessing the quality of learning a trade. In the parliamentary bill St. 20 ‘På rett vei’ points out that there is a need for knowledge in order to assess whether there is a good connection between the content of the educational courses and the labour market's demand for competence.

A survey shall be established aimed at skilled workers (the Skilled Worker Survey) as a part of obtaining more knowledge on the relevance of learning a trade. The survey will be a part of a large knowledge basis that will form the basis of an assessment of the relevance of learning a trade and the parties in working life are important dialogue parties in the work.

The target group for the results from the survey is the Ministry of Education and Research, the Norwegian Directorate of Education and Training, the Cooperation Council for Vocational Education (SRY), the professional councils and counties.

A short description of two options is given below: The Norwegian Directorate of Education and Training has not yet decided on the organisation, round or price for any of the options. If one or both of the options are taken up, the Norwegian Directorate of Education and Training will give a more detailed description of the assignment/assignments by 1.3.2020. The price/budget will be in addition to the NOK 2 million excluding VAT, which has been put aside to cover the main project in this tender documentation.

Option A
The Norwegian Directorate of Education and Training would like to use this project to obtain experience in order to assess a regular implementation of the Skilled Worker Survey. If a decision is made to continue the survey, we would like to be able to take up an option to carry out a third delivery.

We ask tenderers to give a short and general description of how such an additional assignment could be implemented. We would also like a price estimate.
Option B
The Norwegian Directorate of Education and Training would like an option for any future survey aimed at employers. The aim is to get information on their assessment of the relevance of learning a trade for working life. The survey can either be carried out as a separate survey or as a part of the Skilled Worker Survey.
