Scope of Services — The Consultancy is divided into 2 phases:
Phase A — Tasks are to be addressed with respect to the development of various outputs namely:
(i) Outline of ELD requirements for valuation (2 pages), and
(ii) Practical guidelines on methods for assessing and valuation of environmental damage.
A range of types of damage, change and loss must be considered — the coverage will be directed by the GoG and LIC. Biodiversity (vegetation, wildlife and fish) and water quality will be core foci. References and annexes would be required so that users are able to access original documents and publications (addition to indicated page limit suggestions).
(iii) A practical tip sheet of approximately 10 pages (estimate) will be prepared to present the practical guidelines for valuation — combined (i) and (ii)
Phase B — Tasks will deal with training of key actors in conducting ELD related valuations and reporting.

Expected Outputs and Activities:

The key output is a practical Tip Sheet providing rational and guidelines sheet on valuation which are acceptable to the LIC and the GoG.

The outputs will need to have supporting documents and sources where applicable, listed in the output and available as links / pdf sources.

Teknisk og faglig kapasitet:

Specialist Qualifications:

An international expert (1 individual, independent or from a firm) having experience in:

a) valuation of environmental damage and the ELD (and EU Directives in general),

b) experience and/or higher education in environmental economics and damage valuation (biodiversity, pollution), and

c) international project experience especially with development and capacity building.

Minimum of 10 years professional experience.

Excellent written and verbal communication skills in English (examples of written material may be asked for).

Excellent time management skills, with an ability to deliver high-quality outputs on time.
