The selected results from the pupil survey shall be analysed and published annually in Skoleporten at a national level, school owner level and school level. The results are available to the general public and are used by decision takers on several levels

The pupil survey is also a practical process tool in the quality assurance work in the sector, see the relevant background documents, no. 1. In addition to the pupil survey, we have developed equivalent user surveys for teachers and parents that schools can choose whether they will use. The use of the teacher survey and parent survey is very limited both in number and percentage when compared with the use of the pupil survey, see the matrix.

The aim of the assignment
The main aim of the assignment is to be able to publish three annual analyses based on the results from the obligatory implementation of the pupil survey. The results from the analyses shall be used as steering information for national authorities, school owners and school managers, but the results are also available to the general public in Skoleporten. The quantitive analyses of the pupil survey shall be supplemented with annual qualitative studies and the theme for these will be continually clarified. The aim of the qualitative studies are that they can provide a deeper understanding of the quantitive analyses and, in addition, be of help for schools in their work with quality assessments and quality development. See the relevant background documents nos. 3, 4 and 5.

In addition to the analyses of the pupil survey, we would like to increase the use and usefulness of the teacher survey and the parent survey for schools. The assignment therefore involves annual quantitive analyses of results from these two voluntary user surveys. In order to clarify how the results are to be used as a part of local quality assessment and quality development processes, the assignment will also include annual qualitative studies. The content of the qualitative studies is be discussed annually with the contracting authority.

It is not yet clear how we will weight the annual use of resources between the teacher survey and the parent survey, but we plan to follow-up some of the input provided in the report ‘The Norwegian Directorate of Education and Training's User Surveys. A tool for quality development in primary and secondary schools?’. See the relevant background documentation no. 2.

The users' (pupils, parents, teachers) experiences and needs when completing the surveys shall be included in the Directorate's work on the further development of the user surveys. The tenderer shall annually systemise and present users' experiences to the Directorate.

In order to present the possibilities to schools of using the user surveys in a quality assessment system, we would like the tenderer to participate in the public debate on the topic in the form of, for example, chronicles and articles in trade magazines aimed at the sector.

In addition to the analyses described above, we would like proposals to alternative or detailed analyses that can help school managers and school owners with quality assessment and quality development of their activities.

We would like to add an option for a one year extension of the contract period so that the analysis could be extended for one year. The Norwegian Directorate of Education and Training will decide whether to take up the option by May 2019. We ask that tenderers add a short description of how the option can be solved.
