Buskerud fylkeskommune (Buskerud County)

Buskerud fylkeskommune c/o BFK Eindom shall procure a pavilion building for students at AO (alternative education) at Kongsberg sixth form college. A contract shall be signed for either the purchase or hire of the pavilion building for a period of up to 15 years (5 preliminary years shall be offered at a fixed price). A separate evaluations will be carried out for the purchasing alternative and the hire alternative, and a contract will be signed for only one of the alternatives.

The pavilion shall be erected over 2 stories and fulfil all the requirements of TEK10 and the requirements of universaldesign. The total surface area is approx. 720 m2.The delivery shall include modules, external lifts (passenger load of ten persons — 800 kg), ventilation system, ventilation works, plumbing works, electrical works,Ground works, establishment and assembly works, constructional adaptations, fixtures (changing rooms, toilets/handicapped toilets, kitchen equipment with raising/lowering and white goods), locking system etc. There will also be sensory spaces with specific sound requirements. All entrances should have wheelchair access with automatic door openers. The building shall be used for educating purposes for students in alternative education.The Contracting Authority shall either purchase or hire the pavilion building. Selection will take place after the tender deadline and political authorisation, presumably in the middle of December 2016. Tender offers may be submitted on purchase and/or hire. Both alternatives will be evaluated and checked independently. If hire is selected, the hire period will initially be five years, thereafter up to and limited to 15 years.The building must regardless purchase or hire foundations for permanent use.

The Contracting Authority shall have options on the following additions:
Option 1: Full second Floor alternative 2 as shown on drawing A102 PLAN_CONCEPT ALT 2.
Option 2: Lessor's building insurance.
Option 3: Entry of AOM documentation in FamacWeb.
Option 4: External sun screening on the remaining facades.
Option 5: Operations and maintenance agreement.

Requirement 1:
The tenderer shall have his tax and VAT payments in order.
Documentation Requirement: Tenderer shall present certificates for paid tax,
social security contributions and VAT in accordance with the regulation on Public
Procurements § 8-7/ § 17-14.
Requirement 2:
The company shall be legally registered.
Documentation Requirement: Controlled by the Contracting Authority through company and
accounting information system AAA Soliditet AS/Bisnode. Wholly owned company annex/company registration certificate not necessary.
Økonomisk og finansiell stilling:
Requirement 3:
Tenderers shall have the financial capacity to fulfil the contract.
Minimum Requirement for the purchase alternative: tenderer must have a minimum credit rating of B.
Minimum Requirement for leasing alternative: tenderer must have a minimum credit rating of A.
Documentation Requirement: Tenderer must present annual financial statements in the tender offer, with
Notes for the last 3 years.
The contracting authority retains the right to carry out their own assessment
Of the economy through the company accounting information system AAA
Soliditet/Bisnode, and retains the right to collect other
Supplementary information on the tenderer's finances.
Teknisk og faglig kapasitet:
Requirement 4:
Tenderers must have technical and professional qualifications to execute the contract.
Documentation Requirement: Tenderer shall submit documentation demonstrating that they can
declare responsibility for the initiative in accordance with the Planning and Building Act and
associated regulations.
The works will be classified in enterprise classification 2 for the role of responsible
applicant, responsible designers and responsible contractor. Tenderers who have
central certification that covers enterprise classifications and functions, can
enclose certificate(s) in the place of other documentation.
