Procurement of consultancy services for mapping and reviewing the diversity of nature and the impact of pollution

The contracting authority would like to enter into a framework agreement with several tenderers for the delivery of consultancy services for mapping and reviewing the diversity of nature and the impact of pollution in Region South.
The aim of the framework agreement is to assist the contracting authority professionally and in processes connected to assignments if the Contracting Authority does not have the capacity itself to execute the work.
The Contracting Authority shall, at short notice, be able to order services with conditions in accordance with this contest.
The contract will be mainly administered by the planning and engineering design section and the procurement of consultancy services as described in chapter A. The project department and other departments/sections in the region will also be able to use the framework agreements that are signed.
Demand will primarily be for work on:
— Reviews and mapping of the road network;
— Preliminary projects/feasibility studies;
— Municipal sector plans;
— Impact assessments;
— Development plans;
— Tender documentation;
— Operation and maintenance;
— Hiring of professional resources for the contracting authority's disposal.
The framework agreement includes 8 competence areas. Tenderers must be able to provide competence in all of these areas. These are further described in chapter D requirement specifications.
1. Types of nature, mapping and description/assessment;
2. Knowledge of species of fungus and flora;
3. Birds, mammals and reptiles, mapping and advice;
4. Invertebrates on land and in fresh water; knowledge of species;
5. Fresh water; examinations and advice;
6. Pollution of earth and water, recipient assessments;
7. Impact assessment diversity of nature, the Diversity of Nature Act, ecological compensation;
8. Map work, digitalisation and gis-analyses.
The contracting authority can need to hire for a short or long term with the advisor/consultant being temporarily located at the Contracting Authority in one of the stated counties in Region South. This is described in more detail in chapter D.1.8.
The contracting authority will enter into identical framework agreements with 3 tenderers.
