Norsk rikskringkasting AS (NRK) [The Norwegian Broadcasting Corporation]

NRK shall enter into a service contract for an electronic travel log, fleet management and vehicle sharing system.
Actual tenderers must submit a tender for the entire enquiry in order to be considered.
A contract will only be awarded to one tenderer.
NRK will continually have approx. 330 vehicles in operation.
Normally all of NRK's vehicles will be a part of the contract/system, but there can be individual exceptions.
The estimates are not binding. There shall be no minimum or maximum amount for the contract.
The can be a major change in the number of vehicles if NRK's routines and guidelines for maintaining vehicles are changed.
It could also be relevant to install the system in vehicles that NRK only hires for short or long periods and does not lease or own itself.

Egnethet til å utøve yrkesvirksomheten:

The tenderer shall be a legally registered company. Documentation requirement: Company Registration Certificate from the Brønnøysund Register Centre or equivalent, in the country where the company is registered.

Økonomisk og finansiell stilling:

The company must not have significant arrears in connection to the payment of taxes and duties to the government (this requirement applies to Norwegian suppliers, only). Documentation requirement: Tax and duty certificate, not older than 6 months calculated from the tender deadline. This is to be presented as one document, which shall be ordered by the tenderer in Altinn — Ordering certificates. Any arrears and other notes must be explained.

Good solvency which will guarantee execution capabilities throughout the entire term of the framework agreement is required. Documentation requirement: Accounts: The company's annual accounts with the auditor's report for the last 2 completed accounting years shall be enclosed. Credit assessment: — Credit/solidity assessment from a certified credit rating company shall be submitted with the tender. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has developed during the past 3 years. Key figures for liquidity and equity ratio must be shown. — The assessment must not be older than 3 months from the tender deadline. If a tenderer is in doubt as to whether the documentation of financial capacity will be seen as sufficient, alternative documentation can be accepted that documents financial ability to fulfil the contract.

Teknisk og faglig kapasitet:

Tenderers shall document competence and professional capacity: — Well-established and complete supplier of electronic journey books, fleet management system and system/software for vehicle sharing. — An actor with strategies to ‘keep up with’ developments within their discipline and to meet future challenges. — Be a tenderer with a focus on quality in all links of the company as well as internal tools for quality assurance. Documentation requirement: A response and separate documentation shall be given for all the points.

Tenderers shall have an organisation with a total capacity to serve the contracting authorities in a satisfactory way throughout the contract period. Documentation requirement: A short description shall be given of the tenderer's organisation, ownership structure and number of employees.

Tenderers shall provide at least 3 relevant, current and well documented references from the last 2 years. The references must be from customers of an equivalent size and complexity to the contracting authority in this case. Documentation requirement: References shall, at a minimum, be described with the following information: — The customer's name — Contact information at the contracting authority; name, position, e-mail address and telephone number — Short description of the deliveries — Date and duration.
