Kolumbus AS, hereafter called the contracting authority, invite tenderers to an open tender competition for market analysis services.
Kolumbus currently carries out regular customer satisfaction surveys, which are decisive for following-up daily operations and development of the offer. We are now looking for a tenderer who can help us carry out the surveys. The customer satisfaction surveys are carried out by telephone and on board buses and boats in Nord-Rogaland, in Nord-Jæren, in Jæren and in Dalane. See annex 1 for further information.
The contract has an estimated value of 5 500 000 NOK excluding VAT.

See the tender documentation point 1.3.1: The contracting authority has a unilateral right to an option for a contract extension for 1 + 1 year. See point 1.4 in the tender documentation.
See the tender documentation point 1.3.2: The contracting authority has an option for on board surveys in Ryfylke. There shall be a minimum of 100 respondents per half year. The respondents shall be evenly distributed throughout the half year, weekdays, routes and times of the day, and the routes and times shall be emphasised in a way that reflects how passengers are distributed.

K 02 Company Registration Certificate — Requirement: The tenderer must be a legally established company. Documentation: Norwegian companies: Company Registration Certificate, not older than one month from the deadline for receipt of tenders. Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:
K-03 Good financial and economic position. — Requirement: Tenderers shall have the economic capacity to carry out the assignment. Documentation: The last 3 annual accounts including the auditor's reports. The contracting authority will obtain a credit rating from Bisnode. The tenderer must achieve a minimum rating of ‘creditworthy’. The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation. If the tenderer knows that the requirement regarding the financial capacity to carry out the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms a satisfactory financial capacity. Tenderers can, if necessary, use other companies' qualifications to fulfil the requirements for the financial and economic position and/or the technical and professional qualification requirements. If this is the case, the tenderer shall document that they will be able to use the necessary resources, for example, by presenting a binding statement on this from the other company/companies. In addition documentation shall be presented on the relevant companies' qualifications in accordance with the above qualification requirements, depending of which qualification requirement(s) the company shall contribute to fulfilling.

Teknisk og faglig kapasitet:
K 04. Tenderers shall have sufficient experience from equivalent contracts in the last 3 years. Documentation: Description of the tenderer's most relevant assignments in the last 3 years. The description must include a statement of the contract's value, date and recipient (name, telephone number and e-mail address). References will be contacted if needed to clarify relevance of the assignment. However, it is the tenderer's responsibility to provide a description substantiating relevance.
