A cooperative purchasing agreement shall be signed (group wide framework agreement) for the purchase of electrical services to Oslo municipality's entities. The property companies Boligbygg Oslo KF, Undervisningsbygg Oslo KF and Omsorgsbygg Oslo KF are not users of this agreement. The municipality will be divided into 4 zones, and agreements shall be signed with 2 tenderers per zone.
The cooperative purchasing agreement shall apply to assignments up to 500 000 NOK excluding VAT. For assignments over this sum, it is voluntary to utilise the agreement. Contract assignments will not be included in this agreement.

There are approximately 35 entities that shall use the contract and a typical assignment will be from 2 000 NOK to 15 000 NOK excluding VAT. Based on the number of received invoices per year, it is estimated there will be around 200 assignments per month divided into 8 parallel framework agreements, assuming that there are a sufficient number of suitable tenderers and tender offers.

Requirement: The Service Provider tax affairs shall be in order in relation to payment of tax and VAT.

Documentation:

— Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.

—Norwegian tenderers who are not VAT obliged must provide confirmation of this from the Norwegian tax authorities.

— Foreign tenderers must provide certificates from authorities equivalent to the Norwegian authorities.

Requirement: Tenderers shall be a legally established company.

— Norwegian companies: Company Registration Certificate.

— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

— The company's last annual financial statement including notes, the board's annual reports and audit reports, as well as new information of relevance to the company's fiscal numbers.

The Contracting Authority reserves the right to obtain credit appraisal on its own initiative.

Requirement: The tenderer must have the financial capacity to carry out the assignment/contract.

Teknisk og faglig kapasitet:

Documentation:

— A list of the most important deliveries and executed services in the last three years, including information about value, dates, name of the public or private recipients, and a brief description of the assignment.

— A statement of the tenderer's average workforce and the number of employees in the administrative management during the last 3 years.

— Information about education and professional qualifications of the tenderer and the company administrative management (competence matrix).

— Certification as an installer and registration in the Electrical Company Register, and any other relevant authorisation in the specialist field.

Without documentation of certification, other documentation must be submitted showing that this will be met before signing of the contract.

— The tenderer shall have good experience from equivalent contracts.

— The tenderer shall have sufficient capacity and competence to receive/coordinate orders and carry out the assignments.

— The tenderer shall hold the necessary certifications to be able to carry out the work on electrical installations in Norway.

Kontraktutførelse
Andre særlige vilkår:

The tenderer is obliged to meet the requirements for wages and working conditions, cf. the rules in the regulations on wages and working conditions in public contracts, dated 8.2.2008.

It is a requirement that tenderers nos. 1, 2, 3 and 4 shall each ensure that during the entire contract period at least the following shall be used:

— Three apprentices for the execution of work connected to this contract.

The other Tenderers shall each ensure that during the entire contract period there will be used at least.

— One apprentice for the execution of work connected to this contract.

The tenderer is required to offer electronic invoices in Electronic Commerce Format (ECF) from the date of contract signing.

The Contracting Authority shall have full authority from the Tenderer and sub-contract(s) for an unlimited number of times to collect information about the matters specified in the authority for collection of information about tax and duties etc., that are annexed to this contract.

There are requirements for the submission of crew lists. Prior to start up of the work, the Tenderer shall send the Contracting Authority a list of which persons shall executed the work on the construction and building site, with personal identification number or identity number (11 digits).

The tenderer cannot have more than one link in the chain of sub-suppliers under them.
