the provision of archive assistance and consultancy for the implementation and management of a new Noark case archive system in the Directorate of Public Construction and Property, including assistance with ongoing assignments concerning archives. The Directorate of Public Construction and Property is a government administration company. The Directorate of Public Construction and Property's assignment is to offer good and functional
premises for government entities, and to realise adopted socio-political targets as regards
architecture, governmental planning interests, cultural memorial protection and environment.
Statsbygg [Public Construction and Property Management] advises on the purchase or rental of premises, is the building commissioner on behalf of the state and ensure good management of the properties related to the state's rent programme.
Statsbygg shall also ensure governmental interests in major property development projects.
The Directorate of Public Construction and Property has approx. 900 employees. The main office is in Oslo, with separate regional offices in Oslo, Porsgrunn,
Bergen, Trondheim and Tromsø. The place of work for this assignment is the main office in Oslo. To the degree that travel is required, travel expenses will be paid in accordance with the government's rates.

The project shall replace the current archive system by procuring and implementing a complete Noark 5 case archiving system that takes care of the laws, regulations and requirements that the Directorate of Public Construction and Property as a public entity is obliged to comply with. In addition the Directorate of Public Construction and Property portal (the entity portal) is to be completed with archive functionality, so that the Directorate of Public Construction and Property portal is a complete support system that takes care of the lifecycle of all documentation that is critical for the entity.— The project shall ensure that the Directorate of Public Construction and Property portal and other relevant trade systems are integrated with the new case archive system.— The system shall ensure that employees in the entity have a sufficient overview of cases and case processing from their PCs/work stations/mobile units.— Managers, archive personnel, case workers and other defined roles shall be able to extract reports and statistics and use the system as a management tool.— Documentes and meta data connected to a case and its processing shall be available in electronic form for the entire lifecycle of the case and subsequently.— The system shall be integrated with relevant trade systems and central joint registers such as the contact and reservation register, the Unit Register etc.

Company Registration Certificate, foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the business is registered.

Credit rating report, not older than six months, from Dun & Bradstreet, Lindorff Decision or equivalent approved credit rating agency.

If the credit report does not exist, the tenderer may

alternatively enclose accounts, including the auditor's report, for the last

accounting year.

Teknisk og faglig kapasitet:

— The offered consultant shall have sufficient capacity to complete the assignment.

— Considerable experience from carrying out equivalent assignments and expertise in project management, public archives and the rolling out and implementation of case archive systems for public entities.

— Self-declaration.

Companies with only 1 employee, who can fulfil this assignment, must enclose a written contract entered into with a different company, verifying that this company will take over the contractual obligations in the event of illness/death.

— Overview of the most central

reference assignments carried out in the last ten years with a statement of the contracting authority,

the assignment's size, contract value

and date of execution,

as well as a short description of the role and

content in the execution of the assignment.
