Procurement of a service system for wage, personnel and accounting for the Church of Norway

Kirkerådet (The Church of Norway National Council)

The procurement has several purposes. The main purpose is to start up a new service system for the areas wage, personnel and accounting in the Church of Norway National Council and the Bishopric Councils, when the councils are planned to be established as a separate national legal entity 1.1.2017. This implies that i.a. all of the 1 600 employees, from January 2017, shall receive their wages and other payments through a new system, and that the new enterprise shall have good control of the ongoing accounts in relation to the stated budget.
The system shall be made available for the Church of Norway as a network service (SaaS). The function areas included in the procurement are (the list is not complete):
— Economy: general ledger, customers' and supplier's ledgers, invoice management, budget, consolidated accounts and reports
— Wage/personnel: wages/deductions, travel invoices, position administration, time/absence registration and reports.
In addition to the system solution, services for accounting and wage/personnel, shall be procured.
After the system is introduced to Church of Norway National Council and the Bishopric Councils, the system shall, when found suitable, be able to widen the service system to include other parts of the Church of Norway, mainly represented by the church councils
The system for wage, personnel and accounting shall be included in the Church of Norway's joint systems landscape which is developed for covering all ICT requirements for the units in the Church of Norway. The procurement has requirements in relation to the service system's functionality and how the service system shall interact with other components in the infrastructure. The requirements also apply to tests and certification, stable and secure operations, training, user support, maintenance and development.
