The Norwegian Defence Estates Agency invites tenderers to give tender offers in a contest for negotiation with pre-qualification in connection to the implementation of works for extension of the runway at Ørland.
The contest concerns a procurement above the EEA threshold determined in the Regulation on defence and security procurements (FOSA) § 2-2, and following the rules in this Regulations' part I and II.
Project 150024 Runway extension comprises and extension of the existing runway and parallel runway, replacement of lighting systems on the main runway, moving of navigational system and brake cable system, establishing of response and operations roads, extending of the existing noise berm, establishment of surface water network and supplying of electrical power.
The contract will mainly consist of:
— ground work;
— laying of asphalt runway surface, parallel runway and spaces;
— concrete work runway surface, parallel runway and spaces;
— delivery and laying of surface water pipes;
— establishment of operational and response roads;
— moving of perimeter security.

The Norwegian Defence Estates Agency has chosen the contract form of General Contract. The contact will be regulated by The Norwegian Defence Estates Agency's contract terms based on NS 8405. In the contract there will be limits to a maximum of 2 links with sub-contractors under the main contractor. The contractor must be prepared to obtain a transfer contractor for electrical works as well as some other minor contracts. This will be further discussed in the tender documentation.The project is subject to considerable security restrictions. The tenderer should be aware that the tender documentation will be subject to security restrictions, which means that it is assumed the tenderer can achieve supplier certification for handling of graded materials on it's premises. Workers from other counties than Norway can in principle be accepted, but the tenderer should be aware that such clearance processes, in our experience, can take a long time.200 000 000

The Norwegian Defence Estates Agency is one of Norway's largest property representatives and total supplier of property services for the armed forces. Further information on the Norwegian Defence Estates Agency can be found on www.forsvarsbygg.no The Norwegian Defence Estates Agency has been given the task of constructing a new base for fighter jets in Norway. In short, this assignment involves: ‘A main base for fighter jets shall be established at Ørland, and an advanced operation base at Evenes. The establishment of the fighter jet base includes updated and facilitated EBA for the weapon systems fighter jet, air protection and base defence.’ The Ministry of Defence has given the Norwegian Defence Estates Agency the task of establishing the necessary facilities for the establishment of the F-35 fighter jet base at Ørland and an advanced operation base at Evenes.

The Norwegian Defence Estates Agency intends to invite between 3 and 5 tenderers who are given the opportunity to submit tenders, as long as a sufficient number of tenderers register. — If the number of qualified tenderers exceeds the limit set by the Norwegian Defence Estates Agency, the Norwegian Defence Estates Agency may choose to invite more than 5 contractors to submit tenders. The Norwegian Defence Estates Agency will select the tenderers that are best suited to meet the requirements for technical and professional qualifications.
