Framework agreement for translation and text editing

Norges miljø og biovitenskapelige universitet (The Norwegian University of Life Sciences)

The Norwegian University of Life Sciences (NMBU), wants to enter into framework agreement for the purchase of translation services and text editing. This includes the translation of core texts for the network, menus and framework for the network, application forms, administrative text, articles etc. within the following areas:
Area 1
Translation of administrative text from Bokmål and Nynorsk to English and text editing of English administrative text (standard British English).
Area 2
Translation of administrative text from Bokmål and Nynorsk and text editing of Nynorsk text.
For services 1 and 2, the contract will be binding.
In addition to services 1 and 2, the Contracting Authority wants to utilise a contract for translation services and text editing of scholarly text and strategic advertising text. The Contracting Authority wants these texts to be offered as an additional option, that is not contractually binding.
This is because the University has many special research areas that often require completely unique expertise regarding language and jargon, and because strategic advertising text requires text-author competence beyond technically good translation competence.

6.3.2 Specific contract terms, cf. PPR § 3-11 (2) If there shall be performed services or building and construction work as part of the contract contest, the following provisions with requirements for prevailing wages and working conditions apply, cf. regulation 8 February 2008 no. 112 about wages and working conditions in public contracts. The tenderer shall ensure that employees in their own organisation and the employees of any sub-contractors do not have wages and working conditions less than those required by collective agreements, regulations or that which is normal for the location and occupation. This only applies to employees who are directly involved in fulfilling the contract. The head of the business is responsible for complying with this regulation. All contracts entered into by the tenderers involving the execution of work in accordance with this contract shall contain similar provisions. If the tenderer fails to comply with the clause, NMBU reserves the right to withhold any portion of the contract total until there is documented evidence that the relationship is in order. The sum to be withheld shall be equivalent to 2 times the saving for the Contracting Authority. The tenderer shall, upon request, disclose documentation about the wages and working conditions in effect. The documentation requirement also includes subcontractors. 6.3.3 Quality Audit The Contracting Authority shall during the contract period be able to request further access to the documentation under point 4.1, as well as request audits of specific areas of significance for the contract.
