The project includes engineering design and construction of a building with 36 small quarters. The building shall be constructed with three floors and a mid-corridor. Technical rooms and sheds for the residents are situated in the attic.
The billeting building shall be constructed at Rustamessa in Bardufoss. The relevant site is currently vacant, except for a smaller shack that shall be demolished. The adjoining area facing east is the Bardufoss camp area, and facing north is the operative area.

Simple and rational construction methods will be facilitated. Robust materials are chosen, in accordance with the Norwegian Defence Estates Agency's experience and in agreement with the area's location and distinctive character. Prefabrication is facilitated. The building shall be constructed as a passive house, in accordance with NS (Norwegian Standard) 3700.
