Innovasjon Norge wishes to enter into parallel framework agreements with a minimum of 3 suppliers for the purchase of temporary services.
The acquisition's total annual value for the sum of all framework agreements is estimated at between 2.5 and 3 million NOK.
The value is estimated based on the needs we have had in previous years, but please be aware that this is only an estimate, and may vary from year to year. The Contracting authority's needs will also be able to vary on the basis of changes in funding and other framework conditions, and the estimate is therefore not binding for the contracting authority. Working languages are Norwegian and English.
Innovasjon Norge's administration (staff team) represents approximately 550 employees at headquarters and at our regional offices. In cases of sick leave other short time absences and/or leaves of absence, it from time to time be necessary to hire temps from employment agencies within the four defined service areas:
Service area 1 – IT.
Service area 2 – Switchboard and general office services.
Service area 3 – Records.
Service area 4 – Finance.

Current tasks are wages, travel, billing, invoicing, remittance, accounts in and out, reconciliation, invoice processing etc.

Beskrivelse av opsjoner:

The contracting authority has the option to extend the contract for the same conditions with 1 + 1 years so that the total possible length of the contract is 4 years. Any extension of the contract must be triggered at least 3 months before expiration of the agreement.

Note that tax certificate and VAT certificate are issued as two different forms.

None of the certificates should be older than 6 months.

Foreign suppliers must provide certificates from authorities corresponding to the Norwegian ones.

The supplier should have a functioning HSE system.

— HSE Declaration

The supplier shall be a legally established enterprise.

— Norwegian companies: Company Registration Certificate.

— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the supplier is established.

Økonomisk og finansiell stilling:

The supplier must have the economic capacity to carry out the assignment/contract.

Credit evaluation/rating, not older than 1 year, and which is based on the last known fiscal figures. A rating should be performed by a publicly approved credit evaluation institution and should not be worse than D&B rating A, or the equivalent.

Teknisk og faglig kapasitet:

The Supplier shall have experience from a minimum five equivalent contracts during the last 5 years.

The Supplier should attach a list of the most important relevant tasks over the last 5 years with details of:

— the client;

— the contract;

— total value of the contract;

— time frame for execution;

— reference with name and telephone number of a contact person at the client.

References are able to be contacted if necessary.

The supplier shall have sufficient available resources and execution capabilities.

— Supplier to attach an overview of the number of available relevant resources.

— Overview of offices and branch offices in Norway.

The Temporary Agency Work Directive shall be followed, ref. 2008/104/EF. Declaration which documents that the Temporary Agency Work Directive is established and followed.

The supplier shall have a deliberate environmental policy

The supplier shall report on the company's environmental policy/environmental work. If the company has implemented an environmental management system, a copy of the system certificate should be attached.
