Procurement of subscription for cable-TV

As the DSS is responsible for providing and administering TV signals in the joint ministries, there is a need to procure a subscription for the service. A contract is therefore wanted with a service provider who can provide digital access to TV and radio channels.
The contract will include the delivery of signals up to the agreed interface.
Other related equipment components can be included if there is a need in the contract period.

Mandatory qualification requirements

Qualification requirements:

— The company shall have paid public taxes and duties,

— Fulfilment of statutory requirements concerning health, safety and the environment.

Documentation requirement:

— Tax certificate no more than 6 months old issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes and national insurance contributions. The tax certificates shall be issued by the tax collection office in the municipality where the service provider has his main office,

— VAT certificate no more than 6 months old issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of VAT. The VAT certificate shall be issued by the county tax office in the county where the service provider has his main office,

— HSE self-declaration.

Legal position

— Legally established enterprise.

— Company registration certificate or equivalent documentation that shows that the tenderer is registered in a trade register in his home country.

Økonomisk og finansiell stilling:

Qualification requirements:

— The supplier must have a sufficient economic and financial position.

Documentation requirement:

— Solidity asseessment from a company with a licence to run a credit information company. The rating must not be older than 3 months from the application deadline and it ought to include information on credit worthiness and the degree of bankruptcy risk (bankruptcy prediction).

Teknisk og faglig kapasitet:

Qualification requirements:

— Tenderers shall have sufficient capacity to delivery,

— Tenderers shall have good experience from the provision of equivalent services,

— Tenderers shall have established methods for quality assurance;

Documentation requirement:

— Description of the tenderer's technical personnel or technical units; delivery and administration organisation, including the number of employees that the tenderer can use for fulfilment of the contract, whether they belong to the company or not,

— There shall be a specification of which resources belong to the tenderer and which belong to other companies. If a tenderer will use other companies' capacity to fulfil the contract obligations, a statement shall be given of which parts of the contract and how much of the contract the tenderer intends to leave to cooperation partners/sub suppliers. A binding statement from the actual sub suppliers shall be enclosed,

— Documentation of the most important contracts in the last three years, which are relevant in relation to the description of the contract's object in the tender documents and annexes. The documentation shall provide information on:

—— the customer's name and contact information,

—— provided services and systems,

—— the contract's extent, value and length,

—— result/fulfilment of quality targets;

— A description of the tenderer's quality assurance system and how this is implemented in the company. The description shall be a maximum of 1 A4 page.
