Pre-qualification New Material Recovery and Anaerobic Digestion Facility - Kretsløp Follo

Follo Ren IKS

Establishment of a new material recovery and anaerobic digestion facility with an annual capacity of 30.000 tonnes per year of municipal household waste in Vestby, Norway. The material recovery facility has to separate organic household waste, plastic and metals for recovery and residual waste for incineration. The anaerobic digestion facility has to produce biogas and compost from the organic household waste fraction. The biogas shall be upgraded to natural gas quality. The facility will form part of Kretsløp Follo, which is the owner municipalities programme for achieving a very high environmental standard within resource recovery.
The works are divided into the following 3 different Lot's:
B6100: Material Recovery Facility (MRF) for sorting of municipal household waste including waste crane, homogenization screens, sorting screens, magnets for metal separation, NID for plastic separation, conveyers, electrical and control and monitoring system and all necessary auxiliary equipment.
B6200: Anaerobic Digestion Facility (ADF) for production of biofuel and compost including dry digestion digester, biogas to biofuel upgrade plant, process water tank, equipment for compost handling, electrical and control and monitoring system and all necessary auxiliary equipment.
B6300: Ventilation and Odor Treatment Facility (OTF) for material recovery and anaerobic digestion facility securing necessary ventilation of process rooms and odor treatment before emission via stack. The facility includes complete ventilation system for process rooms and selected process equipment, odor treatment, fans, stack, electrical and control and monitoring system and all necessary auxiliary equipment.
It is possible to apply for pre-qualification for one, two or all of the specified Lot's.

(1) The Contracting Authority intends to invite a maximum of 4 applicants to the tender; (2) An application for pre-qualification is asked to be send in 1 original paper document and 1 paper duplicate for easy copying. As a supplement, the Application shall include 1 complete electronic copy on a memory stick in PDF format. (3) Reduction of the number of applicants who meet the minimum requirements in section III.2.3 (if the minimum requirements are met by more than 4 applicants) will take place on the basis of (a) applicants with the most relevant references. In addition to this criteria the Contracting Authority will take into account how the best possible competition for the contract put up for tender can be established; (4) Submittal of the tender material as well as the award of the contract is subject to approval by the board of the Contracting Authority; (5) The Contracting Authority points out that the programme language is English and the contract is written in English, however, some documents may need to be in Norwegian; (6) Where an economic operator or a group of economic operators are prequalified for more than one of the in total three lots and participate in the tender for more than one lot, the operator or group of operators will be asked to state any discount being awarded the contracts for more than one lot. The Contracting Authority is obliged to include this discount in the overall evaluation of the tenders.

Egnethet til å utøve yrkesvirksomheten:

Applicants shall be legal registered companies and must provide the following documentation:

(a) Evidence of registration in trade or professional register in the Applicants country of origin;

(b) Health, Environment and Safety (HES) Company Statement;

Applicants who have been the subject of a conviction by final judgment of which the Contracting Authority is aware for one or more of the reasons listed under (c) to (f) below will be excluded from participation in the tender:

(d) corruption, as defined in Article 3 of the Council Act of 26 May 1997 and Article 3(1) of Council Joint Action 98/742/JHA respectively;

(e) fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interest of the European Communities;

(f) money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10.6.1991 on prevention of the use of the financial system for the purpose of money laundering.

Applicants shall provide a solemn declaration documenting that none of the situations referred to under (c) to (f) above apply for the Applicant.

Further the Applicants shall confirm that they are not in one of the situations described below:

(g) They are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation from a similar procedure provided for in national legislation or regulations;

(h) They have been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata;

(i) They have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or of Norway.

Applicants shall provide a solemn declaration confirming that the Applicant are not in one of the situations referred to under (g) to (i) above.

Norwegian Applicants shall as documentation for (i) also present tax statement “Skatteattest for merverdiavgift fra skattefogden” and ”skatteattest for skatt utstedt av kemner/kommunekasserer” (data sheet RF 1244)” for Applicant's main office.

In case the applicant is a group of economic operators (e.g. a consortium, co-operation, partnership) the information under (a) to (i) must be given for each of the participating operators.

Teknisk og faglig kapasitet:

(a) The Applicant shall provide documentation of reference projects the last 5 years relevant to this contract, including contract value, year of completion, client's/operator's name and address.

In case the Applicant is a group of economic operators (e.g. a consortium, co-operation, partnership) the information under (a) above must be given for each of the operators and the Applicant will be evaluated as a whole regarding the said requirements. If the Applicant relies on the capacities of other legal entities (e.g. a partner), the Applicant must prove that the Applicant has at his disposal the resources necessary, for instance by a letter of reliance which document that the Applicant can rely on the capacities of other legal entities in this respect.

The Applicant shall show an appropriate and adequate number and quality of relevant references demonstrating the ability to design and engineer, execute and commission relevant reference projects.
