The purpose of the framework agreement is to enter into an agreement with several operators with good coverage in the region of interest, have the ability to deliver the co-location service in terms of conduit rental, sub-pipelines and other conveyance paths. The agreement applies only to new connections and agreements on Co-location. DSS currently has several existing connections and simple agreements on co-location and as a consequence of the nature of the service wishes to retain these regardless of this framework agreement.
The enquiry also covers the possibility for the delivery of materials and pulling of the customer's fibre cables, termination and measuring between the places for which the contract applies. The individual co-located connection cannot exceed a radius of about 5 km to and from the city centre. For details on the delivery and locations, see Annex 1.

The framework agreements have a duration of 4 years from the date of contract signing. Each lease agreement (call-off) entered into lasts until the need for the appropriate conveyance path ends.Call-offs on the framework agreement are very difficult to estimate. The requirement for new conveyance paths for cables will vary considerably from year to year. This is dependent on the extent of reorganisations, relocation processes in the ministries in the contract period as well as other unexpected occurrences. Total annual value of call offs against the framework agreement, including options, are estimated to between NOK 0 and NOK 20 000 000. The upper part of the estimate is intended to account for a new government city block. Call-offs on the framework agreement can thus be both higher and lower than estimated. The agreements are intended to cover DSS's total need for new co-location agreements. There may arise a need that is not known at this time, and DSS reserves the right to use this agreement to cover such needs.The number of co-locations in ministry community today is 17.

The Supplier shall have sufficient economic and financial capacity to complete the delivery of co-located and related services as described in Chapter 2.

Auditor-confirmed accounts with the Board and auditor's report for fiscal year 2013 for the supplier. If this is not available, submit the most recent available annual report and the most recent accounting period.

Qualification requirements:
The Supplier shall have sufficient experience in the delivery of co-location to the extent described in Chapter 2.
Documentation requirement:
Documentation requirement: A list of relevant deliveries (a maximum of 8) in the last years.
Each reference case shall include the contracting authority's name. Description must clearly state:
— a description of the delivery;
— the provider's role/responsibility;
— the duration of the assignment;
— the value of the contract.
