County Road 62 Hp 07, New Driva bridge

The works consist of the construction of a new Driva bridge on county road 62 in Sunndal municipality.
The bridge has a span of 110 m. The bridge shall be founded on a concrete land abutment that is to be founded on piles that stand on uncompacted matter. An interim bridge solution shall be established. The bridge can be constructed downstream from the existing bridge, founded on temporary foundations and used as an interim bridge. The contract also includes the demolition of the existing bridges. One is a truss bridge from 1914 and the other is a steel beam bridge with a concrete cover from 1984. An abutment shall be established and all the infrastructure included in the old bridge shall be kept and re-established in new bridge. There must be an agreement between the contractor and owners on how this will be kept during the construction period.
After the new abutments have been constructed, the bridge shall be moved to its permanent location.
The contractor is responsible for the temporary foundations and the method for constructing/moving the bridge as well as taking care of and maintaining the necessary infrastructure in the construction period.
The contract also includes the construction of interim roads in the construction period and the re-establishment of affected national roads after the bridge is completed.
After the traffic has started to use the new bridge in its permanent location, the side terrain by the road must be re-established. This also includes the river bed and river banks.

Egnethet til å utøve yrkesvirksomheten:
All Norwegian tenderers shall enclose a tax certificate and VAT certificate in accordance with the Public Procurement Regulations § 8-7 / § 17-14.
Equivalently, all foreign tenderers with business addresses in other EEA countries shall enclose a VAT certificate and tax certificate. The Public Procurement Regulations § 8-7 / § 17-14 apply accordingly. If the tenderer's home country does not issue such certificates, they can be replaced by a declaration from a legal or administration authority in the home country or the current country of residence.

The tender shall contain a HSE self-declaration, cf. the Public Procurement Regulations §8-8(1), possibly § 17-15 (1).
If the tenderer is a working partnership, a declaration of joint and several liability to the General Contractor and third parties must be enclosed with the tender. Furthermore, a statement should be given for the business form and the composition of the working partnership including the participants' organisation numbers.

Økonomisk og finansiell stilling:
Documentation of equity is to be submitted the tender. Cf. chapter E2, point 4.3.1, form E2-4.3.1.
Documentation of any significant changes to the tenderer's equity and solvency compared to the last accounts audit must accompany the tender.
Documentation of turnover for the last three years should be submitted the tender, Cf. chapter E2, point 4.4.1, form E2-4.4.1.

The tenderer's annual average turnover should be at least as large as the annual revenues the contract will generate.
Tenderers are required to have positive equity. If the tenderer is a working partnership (supplier group), the requirements apply for each of the participants.
Teknisk og faglig kapasitet:
Expertise and experience must be documented. Cf. chapter E2, point 4.4.2, form E2-4.4.2.
A statement of how the tenderer will organise the execution of the contract.
Information on such shall be attached with the tender. Cf. chapter E2, point 4.1.1, form E2-4.1.1.
Information about contracts the tenderer has had in the last few years, with names of references at the contracting authority, shall accompany the tender. Cf. chapter E2, point 4.1.2, form E2-4.1.2.
Minste nivå(er) av standarder:
Technical and professional competence and relevant experience (minimum 5 years bridge/concrete) are required for the key persons who will be used for the assignment. All the key personnel shall have experience from installations of equivalent complexity and be able to refer to a good ability to cooperate. Cf. chapter C2 point 5.

It is a requirement that the organisation of the execution of the contract is sufficiently staffed and that the tenderer has the capacity and ability to deal with unforeseen circumstances during the contract.
Accident frequency (H1-value).
If the tenderer is a working partnership (supplier group), the requirements apply for each of the participants.
The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 106.
The average of the H1-value for the last 3 years should be lower than 10, cf. chapter E2, point 4.2.1, form E2-4.2.1.
If the H1-value is higher than this, an account shall be given of the developing trend for the H1-value and possibly the F-value, which will express the severity of any high H1-value. Furthermore, a report on whether improvement measures are implemented, and if so, also documentation on the effectiveness of these, should accompany the tender.

Tenderers who are newly established companies who cannot submit references, must be particularly careful to demonstrate that they have the ability to carry out the contract. The tenderer shall report their company formation and employee expertise. Planned organisation for the assignment and CV s for key personnel in the project organisation are extremely important. This also applies for companies that merge or are acquired by another company during the tendering process.

The tenderer shall have experience from work of the same nature and degree of difficulty, as well as experience with equivalent demolition jobs.
NPRA and other builders' experiences with the contractor will be evaluated.
The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.
Tenderers with the accompanying documentation shall be written in Norwegian.
